Conduct a truth in taxation public hearing regar ding the 2018 property tax levy and 2017 Revised/2018

E X E C UT IV E S UM M ARY:
At the September 12, 2017 C ity Council meeting, the City C ounc il adopted the 2018 preliminary property tax
levy and announced December 5, 2017 at 6:00 p.m. as the date and time for the statutory truth in taxation
public hearing.
Hennepin County has mailed the proposed 2018 property tax statements to property owners in Richfield,
which are based upon the proposed levy and announc e the date of the public hearing.
RE C O M M E ND E D AC T IO N:
Conduct and close the truth in taxation public hearing and by motion: S chedule final action on the levy
and budget items, utility rates, for the regular City C ouncil meeting of December 12, 2017.

B.P OL IC IE S (resolutions, ordinances, regulations, statutes, etc):
The requirement to hold a special TNT public hearing and c ontinuation hearing have been
repealed.
Counties, c ities over 500 population, sc hool districts, and metropolitan spec ial taxing distric ts are
still required to hold a single meeting which the public is allowed to speak and the budget and levy
is discussed.
This meeting may be part of a regularly scheduled meeting but must oc cur after 6:00 p.m.
Minnesota Statutes mandates that the truth in taxation public hearing must be conduc ted between
November 25 and December 29, 2017.
The C ity has c hosen to select a separate date, December 5, 2017 at 6:00 p.m., to conduc t the
TNT hearing.
The requirement to publish a notice of a Truth in Taxation hearing and proposed property tax levy
is no longer required.
C.C R IT IC AL T IMIN G ISSU E S:
Schedule the final adoption action for the 2017 Revised/2018 Budget and tax levy and utility rates
for D ec ember 12, 2017.
The C ity must adopt their final pay able 2017 property tax levies and their proposed 2018 budgets
not later than D ec ember 29, 2017.

E.L E GAL C ON S ID E R AT ION :
The C ity has sc heduled December 5, 2017 for the TNT hearing and December 12, 2017 for the
offic ial adoption of the final levy and budget.
Final adoption of the payable 2018 property tax levies must be completed by D ec ember 29, 2017.
