A RESOLUTION AUTHORIZING THE ISSUANCE OF SPECIAL
PERMITS FOR EXTENDED LIQUOR SALES HOURS DURING SUPERBOWL
WHEREAS, the Minnesota Legislature, in 2017 Laws, 1st Special Session,
Chapter 1, Article 11, Section 19, authorized liquor licensing jurisdictions to issue
special permits for the service of alcohol until 4 a.m., with certain limitations, associated
with the 2018 Super Bowl; and
WHEREAS, the City Council determines that exercising such authority to
temporarily allow extended sales hours as part of the 2018 Super Bowl event is in the
best interests of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Richfield, Minnesota that:
1. Authorization to Issue. The Director of Public Safety, or his designee, is
authorized to issue special permits to those businesses within the City that hold
an on-sale intoxicating liquor license or 3.2 malt liquor license ("Licensees") in
accordance with this Resolution. The Director of Public Safety, or his designee,
is authorized to develop the application form and special permit form to
implement this authorization. Licensees seeking a special permit shall submit a
complete application and permit fee, as established herein, to the City's Business
Licensing Division prior to 3:00 p.m. on January 31, 2018.
2. Extended Hours. Licensees issued a special permit pursuant to this Resolution
may extend hours of sale until 4:00 a.m. each day during the period from 12:00
p.m. on February 2, 2018 through 4:00 a.m. on February 5, 2018.
3. Permit Fee. The fee for a special permit issued under this Resolution is $250.
4. Expiration. All special permits issued under this Resolution expire at 4:01 a.m.
on February 5, 2018.
