I. CALL TO ORDER
The meeting was called to order by President Fletcher at 8:00 a.m.
II. APPROVAL OF MINUTES OF THE ANNUAL CIVIL SERVICE COMMISSION MEETING OF
FEBRUARY 6, 2017.
M/Hurvitz, S/Stratton to approve the minutes.
Motion carried 3-0.
III. CERTIFICATION OF POLICE OFFICER ELIGIBILITY ROSTER
Police Chief Henthorne gave an overview of the number of applicants. There were a total of
ninety-four applicants of which thirty-nine of them were repeat applicants. Eighty of those
applicants were interviewed in the first stage and thirty-nine of them moved to the second
phase of the interview process. Thirty-eight applicants completed the final interview and
thirteen of those are on the eligibility roster.
Vice President Hurvitz asked how many of out of the ninety-four applicants were women or
people of diversity. Assistant Human Resource Manager Swenson stated that she could do
some research on it to get the actual numbers but about ten to fifteen out of the ninety-four
were women or people of diversity.
Police Chief Henthorne added that three of the people listed on the eligibility roster are women
or people of diversity.
M/Hurvitz, S/Fletcher to approve the certification of police officer eligibility roster.
Motion carried 3-0.
IV. OTHER BUSINESS
Assistant City Manager Dmytrenko wanted to make the commission aware of the hiring of a
consultant to audit the promotional process and she will make a presentation to the
commission once her audit has been completed.
Vice President Hurvitz stated that he thinks the current process is fair and sees nothing wrong
with an audit happening so that there are no more litigations.
President Fletcher asked if she was going to be auditing other processes. Assistant City
Manager Dmytrenko stated that it will just be public safety.
Secretary Stratton asked how the City found her. Assistant City Manager Dmytrenko stated that
the consultant came highly recommended. Assistant Human Resource Manager Swenson also
added that she is an attorney that specializes in the investigation of litigations within the
processes for different agencies (i.e. state, county, city).
The Civil Service Commission agrees that the hiring of an outside consultant to audit the
promotional process will be a good idea.
V. ADJOURNMENT
The Civil Service Commission Meeting was adjourned by unanimous consent at 8:11 a.m.
