02-20-90 agendaHOUSING AND REDEVELOPMENT AUTHORITY HRA Letter No. 6 Agenda February 20, 1990 Issue Statement: Partial payment ?in the amount of $19,557 to Lino Lakes Nursery for ILN Streetscape. Background: On August 21, 1989, the HRA awarded the ILN Streetscape contract to Lino Lakes Nursery in the amount of $37,785. Because of tree deletions from 143 to 121 and some change in the variety of trees planted, the contract cost has been decreased to $35,950. Recommended Action: Adopt a motion authorizing staff to make a partial payment of $19,557 under the contract. Basis of Recommendation: 1. The conditions of the contract have been substantially met in all areas except along Lyndale Avenue. 2. The concrete planters along Lyndale Avenue were installed in reverse from the contract requirement. (Reinstallation is scheduled for the spring). • 3. The recommended payment excludes money for all Lyndale Avenue work. Alternative Recommendation: 1. Deny any payment. 2. Change the recommended payment. Prosser Execu ve Manager dkh/BP HOUSING REDEVELOPMENT AUTHORITY HRA Letter No. 5 February 20, 1990 • Issue Statement: Progress report by representatives of the Robert Larsen Partners, Inc. regarding the Promenade, ILN. Background: On November 20, 1989, the HRA and City Council approved an Agreement with the Robert Larsen Partners, Inc. The Agreement provided for the Larsen Partners and HRA/City to work toward the execution of a Developers' Agreement by undertaking activities identified in the Agreement. The activities to be commented on at the February 20, HRA meeting will include at least the following: The status of negotiations for purchase of property; Interest in pre-leasing for the Promenade; and Financial feasibility. Recommended Action: Receive a status report from the Robert Larsen Partners, Inc. and staff, and comment on the information presented. Basis of Recommendation: 1. The Agreement was approved November 20, 1989. • 2. The Agreement calls for the following: a. Payment of $30,000 upon execution of the Agreement. b. Determine economic feasibility of public and private improvements not later than February 28, 1990; c. Present negotiating principles to HRA and City Council in March,. 1990; d. Present Development Agreement to HRA and City Council in April, 1990. Alternative Recommendation: 1. Not receive the status report. 2. Delay the report to a future date. Discussion/Decision Mode: As a result of the presentation and discussion, determine if the activities scheduled for February, March and April can be completed as scheduled.
