Issue Statement:
Purchase of vehicles for use by Public Safety Department.
Background•
Two vehicles currently being used by the Public Safety Department
are scheduled to be replaced in 1991. The vehicles are Unit
#8488, a 3/4 ton GMC Suburban, and Unit #8493, a 4X4 GMC Jimmy.
Both of these vehicles became fully depreciated in 1989; however,
due to low mileage and the general overall good condition of the
vehicles, the decision was made to keep them longer. Purchase of
new vehicles has been coordinated with the State of Minnesota's
bid process.
The lowest responsible bid for the type of vehicles required was
submitted by Superior Ford, Inc. at a total cost of $30,718 for
two units. The approved 1991 Central Garage Capital Outlay
budget contains $34,000 for these purchases.
Recommended Motion:
Approve the purchase of two 1991 Ford Aerostars through the State
of Minnesota purchasing agreement, from Superior Ford, Inc. in
the amount of $30,718.
Basis of Recommendation:
1. Several manufacturers of utility vehicles were requested to
submit bids following predetermined specifications. Of the
bids submitted, Superior Ford, Inc. was the lowest
responsible bidder for the type of vehicle requested.
2. There is sufficient funding in the Central Garage Capital
Outlay budget for this purchase.
Alternative Recommendation:
Council may choose to reject this bid and request staff to obtain
bids from other sources in an attempt to receive a lower purchase
price. However, staff does not believe we can obtain a better
price from a responsible manufacturer.
Discussion/Decision Mode:
In order to facilitate timely delivery of the vehicles, staff is
requesting approval at the March 11, 1991 Council meeting.

Issue Statement•
Appointment to the 1991 Board of Equalization (Board of Review).
Background•
City Charter provides that the Local Board of Equalization shall
consist of all of the City Council members and two Richfield
residents experienced in real- estate matters. The purpose of the
Board is to hear appeals from the property owners concerning
their property values.
Mr. Larry Emond, 6325 Russell Avenue, has indicated his
willingness to once again serve as a residential representative
to the Board. He has been an independent property appraiser for
nearly 20 years and has served on the Richfield Board of Review
since 1983. His primary work involves conducting property
appraisals for financial institutions. He is also experienced in
building construction and held a real estate license. Mr. Emond
has. been a Richfield resident for thiY~ty years and he is very
knowledgeable of the City. His previous input on the Richfield
Board of Equalization has been extremely valuable as
determinations and appeals presented by Richfield citizens were
considered.
The second Richfield resident under consideration for appointment
for the 1991 Board of Equalization is Glenn Erickson, 7240 Bryant
Avenue. Mr. Erickson has been a resident of Richfield since 1950
and has been in the property appraisal business since 1951. His
business has predominately included appraisal of single family
residential, duplex and fourplex properties. The appraisals have
included those for a mortgage loan business and a number of
appraisal audits. Mr. Erickson currently holds both an
appraisers and real estate brokers license.
This year both resident experts have extensive
apartment experience. However, both experts h+

It is recommended that the compensation for resident members be
set at $40.00 per session or $16.00 per hour per session,
whichever is greater. This rate represents the first increase
since 1988.
Recommended Motion:
Approve the attached resolution confirming the appointment of Mr.
Emond and Mr. Erickson to the 1991 Board of Equalization, at the
proposed level of compensation stated herein.

1. Both Mr. Emond and Mr. Erickson are very knowledgeable and
experienced in the areas. of real estate appraisals.
2. Mr. Emond has served on the Richfield Board of Equalization
in the past and has done a very good ,job in that capacity.
3. Mr. Erickson has worked for many years as a property
appraiser and .shows a strong interest in the community.
4. It is required by City Charter that there be two resident
representatives on the Board of Equalization who are
knowledgeable in real estate matters.
Alternative Recommendation:
1. The City Council could select other qualified individuals as
. expert resident representatives of the Board of Equalization,
in place of either Mr. Emond or Mr. Erickson or both.
Discussion/Decision Mode:
It is requested that the City Council set the appointment of Mr.
Emond and Mr. Erickson at the City Council meeting of March 11,
1991. The Board of Equalization will meet at 7:00 P.M. Monday,
April 29, 1991. The appointment at the City Council meeting of
March il, 1991 ensures that the City staff has adequate time to
establish appointments to the Board.

A RESOLUTION CONFIRMING .CITY MANAGER'S APPOINTMENT OF
TWO RESIDENT MEMBERS TO THE BOARD OF EQUALIZATION
BE IT RESOLVED, that the City Council of the City of
Richfield, Minnesota hereby approves the City Manager's
appointment of Mr. Lawrence Emond and Mr. Glenn Erickson as 1991
resident members on the Board of Equalization as provided in
Chapter 7 of .the City Charter.
BE IT FURTHER RESOLVED, that compensation for the two
resident members of the Board of Equalization be set at a minimum
of $40.00 per session of the Board, or $16.00 per hour per
session of the Board, whichever is greater.

Issue Statement:
Consideration of an application for a residential kennel license
for Sharon Trego who lives at 6732 11th Avenue in Richfield.
Background•
On January•11, 1991 Sharon Trego submitted an application for a
residential kennel license. She owns four dogs (a Sheep Dog,
American Eskimo, Shelty and Welsh Corgi). Ms. Trego's
application had all contiguous property owner's signatures on it
with the exception of the resident living next door at 6738 11th
Avenue.
On January 14, 1991, an inspection of the property was conducted
by a Community Service Officer. The Community Service Officer
did note that one of the abutting property owners had not signed
the petition. A kennel inspection of the property found no
apparent problems other than a small amount of feces in the rear
yard that was cleaned up.
Staff has received calls from two of Ms. Trego's neighbors who
support the issuance of a kennel license. However, neighbors
indicate that one person in the neighborhood will not support the
issuance of the kennel license for Trego's. This person appears
to perpetuate an on-going domestic situation among neighbors that
is not necessarily related to Ms. Trego's pets.
Recommended Motion:
Staff recommends that the application for a residential kennel
license be approved.
Basis for Recommendation:
1. It is up to the animal owner to prove that the keeping of
more than two dogs does not have an adverse effect on the
neighborhood. Ms. Trego has been able to do this.
2. Although staff has been contacted by one neighbor with
concerns (breeding, large privacy fences and forcing people
to move), these concerns appear to be unsubstantiated.
Alternative Recommendation:
1. The Council could decide to deny Ms. Trego's residential
kennel license. This would mean that she would have to
reduce the number of dogs she has from four to two.
Discussion/Decision Mode:
Recommendation to approve the application for a residential
kennel license for Sharon Trego, 6732 11th Avenue is presented
for Council consideration at this time.

First Reading of an ordinance regulating the parking of
unattached utility trailers on City streets.
Background:

The current ordinances of the City do not seem to address this
problem. The current ordinances seem to address it if the
trailer is attached to the vehicle and is parked more than 48
hours. If it were a commercial trailer, it could only be parked
for two hours. Boat, snowmobile, all-terrain, and utility
trailers under 10,000 pounds GVW are exempt from the two hour
limit. These are currently allowed to park for 48 hours,
attached or unattached, to a motorized vehicle.
Recommendation:
Staff is recommending that an ordinance be enacted which will
limit the parking of utility trailers, which include:
Snowmobile trailers
Boat trailers
All-Terrain vehicle trailers
Trailers under 10,000 pounds Gross Vehicle Weight
that are unattached to a towing vehicle on City streets for more
than two hours. This ordinance would not include campers or
travel trailers.
Basis of Recommendation:
Staff consistently receives complaints regarding this issue.
Current ordinances regulate commercial trailers over 10,000 lbs.
and .limit them to two hours. Other vehicles, including
recreational vehicles or utility trailers attached to tow
vehicles, can park up to 48 hours on City streets. Utility
trailers unattached to tow vehicles are a safety hazard and City
streets are not meant to be a storage area.
.Alternative Recommendations:
1. Restrict the parking of utility trailers entirely. This
could create more confusion and is not necessary.

2. Do nothing. Leave the ordinances as is which would.
allow these vehicles to remain on City streets up to 48
hours.
3. Increase or decrease the number of hours from two on the
parking of these vehicles.
Decision/Discussion Mode:
First reading of an ordinance regulating the parking of utility
trailers. on City. streets and set the second reading public
hearing for April 22, 1991.

AMENDMENT TO CHAPTER XIII
SECTION 1300, SUBSECTION 1305.27
OF THE ORDINANCE CODE OF
THE CITY OF RICHFIELD
THE CITY OF RICHFIELD DOES ORDAIN:
Subsection 1305.27 of .Section 1300 of the Ordinance Code of
the City of Richfield is hereby amended by adding the following
new Subdivision 6.
Subd. 6. Utility Trailers No person may park or let stand
for more than two (2) hours on any public street or highway a
utility vehicle as defined in Subsection 1325 03(c) of this Code
when such utility trailer is unattached to a towing vehicle.
