Agenda August 21, 1991
Issue Statement:
City discussion •of proposed 1991 Revised/1992 Proposed budget and
1992 proposed property tax levy.
Background:
On August 26, the City must take action on a proposed 1992
property tax levy and 1991 Revised/1992 Proposed City budget. In
addition, the City will also be required to set the dates of the
truth-in-taxation public hearings on the 1992 property tax levy
and 1992 budget. Those public hearings will take place in late
November and early December.
Before the City Council takes action on those issues, an informal
discussion of the 1991 Revised/1992 Proposed budgets and 1992
proposed property tax levy between City staff and City Council
Members would be desirable.
The August 21 Study Session will give City staff the opportunity
to present the budget to the City Council. This is the same
budget process that was used last year.
Recommended Motion:
There is no action to be taken at this Study Session, it is an
informal discussion of the budget.
Basis of Recommendation:
1. Truth-in-taxation timelines establish the process that must
be followed to adopt a property tax levy. September 3 is the
deadline for cities to submit a 1992 proposed property tax
levy and proposed 1992 budget to the County Auditor.
2. August 26, 1991 represents the last City Council meeting
opportunity to adopt the proposed 1992 tax levy and set the
dates of the public hearing.
3. Draft 1991 Revised/1992 Proposed budgets were not completed
until August 16 to be distributed to the City Council.
Revenue information for 1992 was not available to City staff
until the last few days of July.
4. The Study Session provides an informal setting to discuss the
proposed budget and tax levy prior to a deadline for official
City Council action.
Alternative Recommendation:
1. Hold additional Study Sessions prior to August 26, 1991.
2.. Hold off discussion until the Regular City Council meeting on
August 26, 1991.
