REQUESTS MUST BE MADE AT LEAST 96 HOURS IN ADVANCE TO THE ADMINISTRATIVE SERVICES DIRECTOR AT 861-9702. a CITY OF RICHFIELD, MINNESOTA Council Letter No. 80 Agenda March 14, 1994 Issue Statement: Presentation of concept proposal for the development of a retail power center in the ILN by the CSM Corporation of St. Paul. Background: David Carland of CSM Corporation initiated contacts with property owners in the ILN in the summer of 1993 relative to the purchase of their property for a retail redevelopment project. The area is bounded by Lyndale, Emerson, I-494 and 77th Street. CSM is now prepared to present their concept for the redevelopment of the area into 231,000 square feet of retail space in two stages. Phase I would consist of 114,500 square feet of retail between Emerson and Colfax Avenues and related parking. Demolition and construction would begin this summer. Phase II between Colfax and Lyndale Avenues would follow and consist of 116,500 square feet of retail and related parking. Recommended Motion: Receive the presentation of the CSM concept. If it is a desirable concept, direct staff to initiate activity on the tasks which are listed below and to present as many of them at the March 21, 1994 HRA meeting as is appropriate. 1. Development Agreement including provision for use of TIF. 2. Resolution authorizing condemnation and quick take. 3. Report regarding the need to shift fiscal disparities contribution from the ILN project to non ILN project sources. (This will also require City Council action at a later date.) 4. Public hearing schedule for sale of property by HRA including a portion of the Cloverleaf site for use by Emerson Avenue Congregational Church and the property to be condemned for the retail center. 5. Resolution approving a modification to the ILN Redevelopment Plan (Planning Commission and City Council action also required at a later date). 6. Request Planning Commission to determine if the sale of property for use by Emerson Avenue Congregational Church and CSM for retail purposes is in conformance with the Comprehensive Plan. Action to be taken by the Planning Commission and/or City Council without direct involvement of HRA. 7. Amend Comprehensive Plan so that the existing Emerson Avenue Congregational Church site is changed from institutional to freeway strip designation. 8. Rezone the area from C3 to PC-2 and address the need for Conditional Use Permit (CUP) and approval of Final Development Plan (FDP). Basis of Recommendation: 1. The concept is consistent with the redevelopment plan. 2. The opportunity presented by CSM should be responded to before market conditions change.
