ITEM FOR COUNCIL CONSIDERATION:
Consideration of the approval of a resolution determining the results of the City Special Election held
on Tuesday, March 7, 2017.
EXECUTIVE SUMMARY:
The City Special Election was conducted on Tuesday, March 7, 2017. The City Special Election was a
contest for the office of Mayor.
The Richfield City Charter states that the Council must meet and canvass the election returns at the next
regular or special Council meeting immediately following any regular, primary, or special election but in no
event later than the time prescribed by state law, and must make full declaration of the results as soon as
possible, and file a statement thereof with the City Clerk.
At the time of this staff report, the results of the City Special Election have not been finalized and will be
provided at the Special City Council Meeting on March 10, 2017.
RECOMMENDED ACTION:
By Motion: Approve a resolution determining the results of the City Special Election held on Tuesday,
March 7, 2017.

ITEM FOR COUNCIL CONSIDERATION:
Consideration of the City Council's approval of the Mayor Pro Tempore's appointment of a Housing and
Redevelopment Authority (HRA) Commissioner.
EXECUTIVE SUMMARY:
On December 13, 2011, the City Council established by resolution that the public's interest is best served by
having a composition of two appointed Council Members and three Mayor -appointed citizens serve on the
HRA.
David Gepner was appointed to a five-year HRA term on February 14, 2012 and his term expired February
14, 2017.
Applications for the appointment were sought from residents between January 20 and February 1, 2017, and
the City Council held interviews with applicants on March 6.
RECOMMENDED ACTION:
By Motion: Approve the Mayor Pro Tempore's appointment of an HRA Commissioner for a five
year term commencing March 20, 2017 and expiring March 20, 2022.
BASIS OF RECOMMENDATION:
A. HISTORICAL CONTEXT
• City Council Resolution No. 10586 was approved December 13, 2011, regarding appointments to
the Housing and Redevelopment Authority board of commissioners; establishing composition of
the board and term limits on non -elected members.
B. POLICIES (resolutions, ordinances, regulations, statutes, etch
• Under State law, the Mayor appointments HRA Commissioners, subject to approval of the City
Council.
C. CRITICAL TIMING ISSUES:
• To ensure a quorum at future meetings, the City Council should appoint an HRA Commissioner at
the March 10, 2017, Special City Council meeting.
• If the City Council does not confirm the Mayor Pro Tempore's appointment, a quorum may not be
present at future HRA meetings.
D. FINANCIAL IMPACT:
• This designation is at no additional cost to the City.
E. LEGAL CONSIDERATION:
• None
ALTERNATIVE RECOMMENDATION(S):
• The City Council may decide not to approve the Mayor Pro Tempore's appointment or defer the
appointment to a future City Council meeting.
