Procedural Guidelines
1. The schedule will be strictly followed to insure that we finish by 10:00 p.m.
2. The Consultant is merely a resource, not a decision maker, but can be called upon to answer
questions during the table discussions.
3. The table discussion is the primary purpose of the public meeting sessions. Please use your time
productively. ,
4. Immediately upon convening your table's discussion, elect a discussion leader and a
recorder/reporter whose jobs will be to guide the discussion and record and report on the group's
findings. (Members of the City Council, Planning/Zoning Commission, and City Staff are
ineligible). Your Master Discussion Guide must be turned in at the end of the session.

Potential Criteria to be Used in Evaluating Alternatives
These fast 10 criteria were generated by participants of the public information meetings. The last two were added by the consultant for
discussion and consideration by corridor meeting participants.
Criteria Description
~ Appearance Alternative is invitingJattractive appearance/good image for business community
and City or appearance discourages business/is detrimental to neighborhood and
City image and integrity
~ Pedestrian Accessibility Alternative invites walking/creates connectedness or discourages walking
~ Parking Alternative provides adequate amounts of parking where it can be seen and used
or is deficient in pazking/requires use of residential streets for business parking
~ Residential Compatibility Business and residential uses coexist with minimum conflict (minimum alley,
pazking, traffic, visual, noise and odor conflicts) or some or all of the above
conflicts continue to exist
~ Traffic/Accessibility Alternative has minimal traffic conflicts/impacts or creates safety problems and
excess traffic in neighborhood
~ Economic Feasibility Market supports alternative/public investment leverages private investmendCity's
revenues exceed costs or market does not support/public investment leverages
little or no private investment/City's costs exceed potential revenues
i Who Will Pay? Alternative fosters sharing of costs by owners, businesspersons and City based on
benefits received or one or more entities pay a greater shaze of the cost to benefit
others
~ Loss of Businesses Alternative puts minimum number of people out of business (they can either be
part of the project or can be successfully relocated) or many businesses go out of
business
~ Convenience Services Alternative's uses provide convenient services to neighborhood residents or uses
primarily serve non-neighborhood clientele
~ Public Input Public supports the alternative or public does not Support the alternative.
~ Tax Impact Alternative creates growth in tax revenues worthy of public investment or creates
little or no tax benefit for the City.
~ Business Improvement .Improvements create opportunities for long term business growth or
improvements maintain the status quo or create only temporary business growth.
