Issue Statement:
Discussion of the formation of a community council.
Backaround:
The South Hennepin Human Service Planning Agency is working with the cities of
Edina, Eden Prairie, Bloomington and Richfield in preparation of joint family human
service collaborative. The purpose of the collaborative will be to provide more effective
utilization of existing resources in meeting human service needs for families. One of
the structural issues for the collaborative is the recommendation to establish a
community council. The community council in essence acts in the same manner as the
existing Richfield Human Service Planning Council with several exceptions:
• The community council would serve the entire community and not report only to the
-City Council.
• The current Human Service Planning Council is established by the City. The new
community council would be established by working agreements between the City,
the schools and other organizations.
The community council would, in essence, replace the existing Richfield Human Service
Planning Council. No additional staff time or expense would be expected as a result of
this change.
Recommended Motion:
The joint meeting of the School Board and City Council has been established to discuss
the formation of a community council.
Basis of Recommendation:
1. The change in structure has been recommended by the steering committee for
collaborative planning.
2. Richfield's representatives on this group include Nancy Rowley, Camillo DeSantis,
Denny Johnson and Linda Gault.
Alternative Recommendation:
1. The Council may decide to provide different recommendations regarding the
structure of this organization.
Discussion/Decision Mode:
This matter will be presented at a joint City Council/School Board meeting scheduled for
October 2.
