Issue Statement:
Public hearing on public input regarding 1996 Revised/1997 Proposed budgets and
1997 proposed tax levy.
Background:
On September 9, 1996 the City Council adopted a preliminary property tax levy for
1997. The tax levy calls for a gross levy increase of 1.96% over the previous year's
levy.
The City Council also reviewed the 1996 Revised and Proposed 1997 budgets on
September 9 and at Special City Council meetings held in late August and early
September. Final action on the budgets and proposed tax levy is scheduled to take
place at a City Council meeting sometime after the completion of the December 4, 1996
Truth in Taxation hearing.
The City Council has also established an additional public hearing on November 13 to
provide another opportunity for public input regarding the budget and 1997 tax levy.
Staff will make a brief summary presentation to introduce the subject prior to the public
testimony. This meeting will also be televised.
• Recommended Motion:
Conduct a public hearing on the 1996 Revised/1997 Proposed budget and 1997
preliminary tax levy.
Basis of Recommendation:
1. The City has followed the statutory process for adopting a budget and tax levy.
However this meeting is an additional opportunity to receive public input.
2. Notice of the public hearing has been published and posted.
Alternative Recommendation:
None.
Discussion/Decision Mode:
This public hearing is not a statutory or charter requirement and has been scheduled by
the City Council prior to the Truth in Taxation hearing to provide a time frame to
consider public testimony prior to that hearing and final adoption of the tax levy and
budget.
