11-16-05 Worksession HOUSING AND REDEVELOPMENT AUTHORITY/CITY COUNCil/PLANNING COMMISSION MEETING MINUTES Richfield, Minnesota Special Concurrent Worksession of HRAlCity Council/Planning Commission November 16, 2005 The meeting was called to order by Mayor Kirsch at 6:30 p.m. Council Members Present: Martin Kirsch, Mayor; Bill Kilian; Sue Sandahl; Susan Rosenberg; and Fred Wroge. HRA Members Present: Thomas Harms, Chair; Martin Kirsch; Sue Sandahl; and Joan Heimberger. Planning Commission Members Present: Donna Drummond; Jeffrey Karr; Gordon Hanson; David Schneider; Maureen Scaglia; Jeffrey Walz; and Kyle Hartnett. Planning Commission Members Not Present: Kim Houle; and Greg Van Sickle. Staff Present: Bruce Palmborg, Community Development Director; Bruce Nordquist, Housing and Redevelopment Manager; Patrick Smith, Community Development Manager; Cheryl Krumholz, Recording Secretary; and Sarah Sonsalla, City Attorney. Item #1 Community Development Manager Smith explained tonight's concurrent meeting is the final one in this series regarding the 1-494 Corridor Planning Study. The Planning Commission will consider zoning changes at their November 28 meeting. Mark Koegler, Hosington, Koegler Group, Inc., reviewed the third open house results on the preferred concept plan. Mayor Kirsch reviewed the vision/land use plan. Special Worksession Minutes -2- November 16,2005 Council Member Wroge asked about children living in multi-family housing. Mr. Koegler explained the type of proposed plan typically results in a reduced number of children. The term "multi-family" has been a descriptive term used by planners for a long time. Commissioner Drummond said single-family housing may not be economically feasible. Mr. Koegler stated marketing indicators are positive for the preferred concept land use vision and the northern wall along 77th Street is a point of separation. City Attorney Sonsalla reviewed the non-conformities statute. Greg Ingraham, Hosington, Koegler Group, Inc., explained the zoning approach, including vision plan implementation, corridor zoning goals and evaluation of existing zoning districts. Chair Harms suggested a more positive approach be portrayed in these presentations. The purpose of the changes is not to eliminate or prohibit but rather to enhance the value and use of the property to benefit the City. Chair Harms said the Planning Commission, HRA and City Council all have different approaches in reviewing this information. Council Member Sandahl suggested the plan include transit-friendly alternatives to discourage the use of cars. Commissioner Drummond said the approach appears right as a new investment in the community with a good tax return. Council Member Kilian stated he also liked the approach. Commissioner Drummond suggested MnDOT be encouraged to do a higher level of landscaping improvements for the retaining walls along 1-494.
