Issue Statement:
Request to confirm Dan Scott as Public Safety Director.
Background:
The selection process for the Public Safety .Director position has been completed. Dan
Scott, currently the City Manager in North St. Paul, has been- appointed as the Director
of Public Safety. That appointment is subject to City Council confirmation. A copy of
Mr. Scott's resume is attached for review.
The selection process for the Public Safety Director position included the following
steps:
Recruitment. The City of Richfield advertised for this position in six periodicals, the
Minneapolis StarTribune, The Police Chief, The International. Fire-Chief, Nations -
Cities Weekly, League of MN Cities, and the ICMA newsletter.. In addition, Chuck
Rohre of Ralph Andersen & Associates] the recruiter assisting the City on this
matter, contacted a number of public safety officials,ahroughout the- country: A total
of 46 applications were received.
. • Preliminary Qualification Review. Each of the applicant's qualifications were
reviewed by City staff and the consultant. Eleven candidates were selected for
further review.
Response to General Management Questions and Preliminary Background- Review:
Each of the 11 candidate's general background and experience was reviewed by.
the consultant. In addition, each of the candidates was requested to provide
supplementary information. Supplementary information was requested to
specifically provide management experience and supervisory and personality styles
to assure a consistency with the profile established by the City. Based upon that
review, five candidates were selected for final interview.
• Assessment Center. An assessment center for the final five candidates was
established. Two candidates withdrew prior to the assessment center. The
assessment center included an in-basket exercise, psychological profiling and an in-
depth interview. The interview panel .included Jim Welna, Public Safety for the
Metropolitan Airports Commission; Steve Devich, Administrative Services Director;
Dr. Robert Clift, consulting psychologist for the City of Richfield; and Jim Prosser,
Richfield City Manager.
• Final Selection. One candidate emerged as clearly the most qualified for this
• position. That candidate was Dan Scott. A thorough background check was
conducted by Chuck Rohre of Ralph Andersen..
Recommended Motion:
Confirm the appointment of Dan Scott as Public Safety Director for the City of Richfield.
Basis of Recommendation:
1. The selection process indicated that Dan Scott is the most qualified for this
position.
Alternative Recommendation:
1. The Council could reject the candidate and direct the City Manager to appoint
another candidate.

This matter will be presented at the adjourned meeting of the City Council scheduled for
6 p.m. on Wednesday, October 15, 1997.

February 1993 population 12,700). The police department had. a staff consisting of 15 sworn
officers, 3 civilian employees, and a 10 member police reserve unit. Responsible for
management to include budget preparation and leadership of the police department.
Improved the method of providing service to the citizen. Developed a teamwork
atmosphere within the organization. Implemented a DARE. program within the
schools. Responsible for emergency management planning and operations.
February 1993 CHIEF OF POLICE. BUFFALO. MINNESOTA, (Estimated population 7,000)
February 1984 The Buffalo Police Department had a staff consisting of 10 sworn officers, 3 civilian
employees, and a 10 member police reserve unit. Responsible for budget
