Agenda August 11, 1997
Issue Statement:
Continuation of a public hearing on a resolution regarding a Comprehensive Plan text
amendment to August 25, 1997.
Background:
On July 28, 1997, the City Council continued action on a minor text amendment to the
new Comprehensive Plan. Action on this item was continued because only three
Council Members were present and approval of the amendment requires a 4/5 majority.
The item was continued until August 11, 1997. Since then staff has learned that only
three Council Members will be present at the August 11 City Council meeting.
Recommended Motion:
Continue the public hearing on a resolution regarding a Comprehensive Plan text
amendment to August 25, 1997.
Basis of Recommendation:
1. The language in the proposed amendment is required by state law to be included
in the Comprehensive Plan.
2. Notice of the hearing was published in the Sun Current.
3. On July 22 the Planning Commission voted unanimously to approve adoption of
the amendment.
4. Amendments to the Comprehensive Plan requires a 4/5 majority vote of the City
Council.
Alternative Recommendation:
Continue the public hearing until a later date.
Discussion/Decision Mode:
Action on this item was continued until August 11 because of lack of a 4/5 majority. It is
staff's understanding that only three of the five Council Members will be present at the
August 11 meeting, and therefore, action on this item needs to be continued to August
25, 1997.

Background:

Comprehensive. Plan. Action on this item was continued because only three Council

31, 1997.

Agenda August 11, 1997
Issue Statement:
Continuation of a public hearing and second reading of a sign ordinance amendment
regarding an extension period for nonconforming business signs.
Background:
On July 14, 1997, the City Council approved first reading of a sign ordinance
amendment regarding an extension period for nonconforming business signs and
scheduled the public hearing and second reading for August 11, 1997. Amendments to
the City Code require a 3/5 majority vote. Staff has learned that three Council Members
will be absent from the August 11 Council meeting. Therefore, the necessary votes are
not attainable.
Recommended Motion:
Continue the public hearing and second reading of a sign ordinance amendment
regarding an extension period for nonconforming business signs to August 25, 1997.
Basis of Recommendation:
1. Three Council Members will be absent from the August 11 City Council meeting.
2. A 3/5 vote of the City Council is required for amendments to the City Code.
Alternative Recommendation:
Continue this public hearing to a later date.
Discussion/Decision Mode:
This public hearing and second reading are recommended for continuation to the
August 25 City Council meeting.
