Issue Statement:
Discussion of pending litigation with Michael Stores, Inc. regarding sign violation.
Background:
The City of Richfield initiated enforcement regarding the billboard sign on top of the
Michael's store on 78th Street in Richfield. Michael's initiated litigation to prevent
Richfield from enforcing this ordinance. James Thomson is representing the City in this
matter. Michael's has discussed a potential settlement with Mr. Thomson.
Recommended Motion:
Review the proposed settlement in closed executive session.
Basis of Recommendation:
It is appropriate to review the proposed settlement in executive session.
Alternative Recommendation:
1. The Council may decide not to review any proposed settlement offers.
2. The Council may decide to discuss this matter in open session.
Discussion/Decision Mode:
This matter is scheduled for a closed executive session at 6:00 p.m. on March 23,
1998.
