CITY OF RICHFIELD, MINNESOTA Council Letter No. 36 Agenda January 25, 1999 Issue Statement: Consideration of appointments to various City advisory commissions. Background: Several terms of City commission members expire on January 31, 1999. In addition, there are mid-term vacancies due to resignations that need to be filled. Vacancies were advertised in the Richfield Sun Current, cable television channel 16, the message board outside City Hall, the City's web page, and as a feature article in the December 1998 Your City. Applicants were interviewed on January 6 and 7, 1999. Recommended Motion: Appoint persons to fill the terms on the various City advisory commissions. Basis of Recommendation: 1. Terms of several commission members expire on January 31, 1999. 2. There are mid-term vacancies which need to be filled. 3. Background: The Planning Commission conducts an annual review of the Zoning Ordinance to keep it current. As a result of their most recent review, the Commission is recommending some administrative and definition-related changes to the ordinance. The recommended changes are as follows: Garage Definition: There has been some confusion as to the difference between a garage and a shed. The amendment adds language to the garage definition relating to construction requirements to differentiate between the two structures. Lot Coverage: In the early 1990s, the Zoning Ordinance was amended to allow greater lot coverage (35%) on lots smaller than 7,000 square feet. The lot coverage for lots over 7,000 square feet was left at 25 percent or 2,500 square feet, whichever is greater. The proposed amendment would allow lot coverage of 35 percent for all lots, regardless of size. Shed Heights: Although the Zoning Ordinance does not allow two story sheds, recently several sheds have been constructed to the maximum height and in such a way that they are just under the legal definition of two stories. The height for sheds is currently the same as it is for garages (14 feet). Because sheds are smaller in size and generally less well constructed, these tall narrow buildings have generated some neighborhood complaints. The proposed amendment establishes a separate height of 12 feet (measured from ground level to the highest point of the roof) for accessory buildings that,are not garages. Variances: The proposed amendment would eliminate the requirement for a property owner to record a variance on the property title. Recording a variance is not required by state law (recording a conditional use permit is required by state law) and has not been part of standard practice in the past. Curb Cuts: The proposed amendment would require a property owner to remove an abandoned curb cut when they are installing a new one. Fencing: The amendment would change the spacing standards between fence posts for chain link fences from eight feet to ten feet. This distance is an industry standard. • 4- Recreation-related fences: The amendment adds language to allow flexibility in fence heights for recreation-related fences in parks, school and churches. Currently, all fences in an R district are not supposed to exceed six feet. Fences taller than this have been constructed for facilities such as ballfields, technically in violation of the ordinance. Recreation fence standards would be kept on file to provide guidance for these types of fences. Recommended Motion: Approve first reading of an ordinance amendment to subsections 506, 511 521, and 546 of the Zoning Ordinance making administrative and definition-related changes; and set a public hearing and second reading for February 22, 1999. Basis of Recommendation: 1. The Planning Commission conducts an annual review of the Zoning Ordinance to keep it current. LJ 2. The proposed changes are in response to issues that have arisen over the past. couple of years and requests from residents, Planning Commission and staff members. 3. On November 24, 1998, the Planning Commission voted unanimously to recommend approval of the amendment. Alternative Recommendation: 1. Deny this amendment at first reading. 2. Approve the amendment at first reading with revisions. Subsection 506.07, subd. 34 of Appendix B to the Richfield City Code is amended to read as follows: Subd. 34. "Garage, private" - An accessory building oraccessory-portion of the principal building for the private use of the owner or occupant of the principal building :primarily for the storage of motor vehicles, with no facilities for mechanical service or repair of a commercial or public nature. The garage shall have a concrete floor and an access door of sufficient size to accommodate a .x.1......1-:~1.. Section 2. Subsection 511.23, subd. 8 of Appendix B to the Richfield City Code is amended to read as follows: Subd. 8. Posts. Posts and stringers on any fence located at or near the lot line shall be on the inside of the fenced area unless designed as an integral part of the fence. Ferber, City Clerk ~-,' ~c..~'~ CITY OF RICHFIELD, MINNESOTA Council Letter No. 34 Agenda January 25, 1999 Issue Statement: Approval of hiring Sanders, Wacker, Bergly, Inc. as a planning consultant for the Veterans Park Redevelopment Master Plan. Background: The Recreation Services Department asked for planning consultants to submit proposals for the review of the development of Veterans Memorial Park. Four park: planning consultants submitted proposals. The fee amounts ranged from $13,240 to $30,000. Veterans Memorial Park serves the City as its premiere community venue and as a neighbor to residents of the east side of Richfield. The review was prompted by the desire of the commission to respond to the City Council request for a tree replanting plan for the park, and the discussion of a multi- purpose community center at this site. Preparation of the plan would provide a blueprint for the future park development, including these issues. In order to assure the citizens of Richfield that their parks will respond to the current .and future needs of the City, it is appropriate that this facility's strategic plan be updated. Three volunteers from the Community Services Commission formed an interview panel to review the Veterans Park Master Plans and conduct interviews with the consultants. From these interviews, the panel is unanimously recommending that the Council approve the hiring of Sanders, Wacker, Bergly, Inc. as planning consultants for the redevelopment of Veterans Park. Recommended Motion: Approve the recommendation to hire Sanders, Wacker, Bergly, Inc. as the consulting planner for the Veterans Park Redevelopment Project and authorize the staff to prepare the necessary consultant contract in the amount of $13,240. Basis of Recommendation: The selection committee, having interviewed the four candidate firms, has determined that Sanders, Wacker, Bergly, Inc. is the firm that most closely fits the needs of the project. The selection committee believes that the consultant best understood the importance of this project and process to the citizens of Richfield. Alternative Recommendation: 1. Do not approve the hiring of Sanders, Wacker, Bergly, Inc. as planning consultants for the Veterans Park Redevelopment Master Plan and ask the panel to re-solicit proposals from area planners. 2. Table the approval until a future meeting. 3Z/ Discussion/Decision Mode: In order to proceed with the redevelopment of Veterans Park in a timely fashion, Staff requests that the Council approve the hiring of Sanders, Wacker, Bergly, Inc. at the January 25, 1999 meeting. City staff and the Community Services Commission believe that hiring a redevelopment consultant for Veterans Park at this time would work well in cooperation with other planning efforts, including the multi-purpose community center, that are currently underway. Respectf ly submitted, Jame .Prosser City Hager JDP:cak • 3N CITY OF RICHFIELD, MINNESOTA Council Letter No.33 Agenda January 25, 1999 Issue Statement: Purchase of a cab chassis for use by the Public Safety Department Fire Division. Background: Unit #9139, a 1991 Ford Fire Rescue truck currently used by the Fire Division is fully depreciated and due for replacement in 1999. Purchase of this vehicle has been coordinated with the Hennepin County Cooperative Purchasing Program. The lowest responsible bid submitted for the type of vehicle required was from Albany Ford-for a new F450 4X4 cab chassis for the sum of $30,473. This bid includes an ambulance package and heavy-duty diesel engine. The Fire Division will recycle the old rescue box onto the new chassis. The approved 1999 Garage Motor Pool budget contains $26,000 for this purchase. The Fire Division will transfer funds to cover the additional cost of this vehicle. Recommended Motion: Approve a purchase order to Albany Ford for a new 1999 Ford F450 cab chassis in the amount of $30,473. Basis of Recommendation: 1. Background: Four full size sedans (Units No. 9783, 9784, 9786 & 9787) being used by the Public Safety Department are scheduled to be replaced in 1999. All four of the squad cars currently in use were purchased in 1997, and all four will be fully depreciated in 1999. The extent and nature of the use of the-squad cars indicate atwo-year replacement program. Purchase of new vehicles has been coordinated with the Hennepin County Cooperative Purchasing Program. Superior Ford, Inc submitted the lowest responsible bid for the type of vehicle required. The adopted 1999 Central Garage Capital Outlay budget includes $96,000 for the purchase of the cars. Actual cost per 1997 marked squad car was $19,763, and for 1998 the cost per squad was $20,160. The per-squad base price for 1999 is $20,637; the total for 1999 will be $81,939 for the four squad cars. This is less than the base price because some unnecessary options were deducted from the base price on the City's order (silicone hoses and special spotlights). Upon delivery of the vehicle, charges for transfer of police equipment such as radios and logo applications will be deducted from the remaining funds budgeted for this purchase. Staff does not believe a better price can: be obtained than through the Hennepin County Cooperative Purchasing Program.
