ITEM FOR COUNCIL CONSIDERATION:
Staff report on proposed 2000 construction projects
I. RECOMMENDED ACTION:
No action required, discussion only.
~ II. BACKGROUND ~
Each year the Engineering Division of the Public Works Department reviews with
the Council the .annual construction and maintenance projects.
Maintenance Projects:
1) Sealcoat bituminous streets.
2) Repair /replace damaged concrete curb, gutter and sidewalk.
3) Mill and overlay bituminous streets.
•
Construction Projects:
1) Construct apre-treatment pond around Richfield Lake. Being constructed to
provide rate and quality control over storm water runoff from I-35W and TH 62,
this project may be delayed until 2001 based on the. Minnesota Department of
Transportation (MnDOT) schedule for Phase II of the I-35W high occupancy
vehicle (HOV) lane project.

2) Re-install noise wall salvaged from 77th Street and Lyndale Avenue.
Contractors from both sides of the Lyndale Gateway project will salvage about
one half block of noise wall each. This project will reinstall some of the salvaged
wall pieces in front of the Central Garage and at the intersection of 76th and
77th Streets.
3) Relocate traffic control signal at 67th Street and Nicollet Avenue.. Many years
.ago a pedestrian signal system was installed in front of St. Peter's school. A
replacement signal system will be installed on Nicollet Avenue that will control
access into St. Peter's and The Academy of The Holy Angels as well as the
intersection at 67th Street.
4) Reconstruct 70th Street between Penn Avenue and Russell Avenue. The
intersection of 70th Street and- Russell Avenue has suffered flooding during
moderate to severe rainfall events for many years. Last year the City .
constructed a storm water pond on the east side of Penn Avenue to
accommodate water from the problem area. This year the Public Works
Department plans to lower 70th Street to allow water to flow from 70th and
Russell to the new holding pond.
5) Remove dredgings from Wood Lake. Over the last three years a contractor
hired by the City has dredged about 90,000 cubic yards of swamp deposits from
Wood Lake. The City's Department of Natural Resources (DNR) permit for this
work requires that the dredgings be removed from the Nature Center. A
contractor has been found that wants the dredgings and will pay Richfield $500
per month to convert the dredgings. into topsoil and remove it from the park.
6) Raise Trails at Wood Lake.
7) Install irrigation at new community gardens.
8) Reconstruct 7600 block of Lyndale Avenue. Developers are redeveloping both
sides of Lyndale Avenue between both 76th and 77th Streets. The City will
reconstruct Lyndale Avenue to accommodate the new .developments. This
project also will prepare the 7600 block for next year's project which will
reconstruct the Lyndale Avenue bridge over I-494 and add a second left turn-
lane from north bound Lyndale to west bound 77th Street.
9) Federal traffic signal preservation. Five signal controllers and. cabinets along
Lyndale Avenue will be replaced. All red signal lights and red turn arrows on
County roads will be removed and replaced with light emitting diode (LED) lights
and most of the signal poles in the City will be repainted. A federal grant
program will pay 80 percent of the cost. Richfield's portion of the cost will be
reimbursed by Municipal State Aid funds.
10)Reinstall two water mains along Trunk Highway (TH) 62/I-35W between Fourth
Avenue and Clinton Avenue: If these two water mains are left where they now
exist, the new TH 62 would be constructed. over them. MnDOT does not want
that condition to occur; therefore, MnDOT will do the construction at its expense
and will reimburse Richfield for the cost of designing the improvement.
11)Move the sidewalks away from the curb at two locations: Portland Avenue from
Crosstown to near 65th Street and 66th Street along Veterans Park.
Engineering Division staff will be present to discuss schedules, costs and other
details of these proposed projects.

.III. BASIS OF RECOMMENDATION
A. POLICY
• All of the proposed projects improve, expand or preserve
infrastructure necessary for providing traffic, park or utility services to
Richfield residents.
B. CRITICAL ISSUES
• Critical issues relative to these projects will be discussed during the
meeting.
C. FINANCIAL
• Project costs and funding sources will be discussed during the
meeting.
D. LEGAL
• Each of these projects has different problems and concerns. Staff will
be on hand to discuss these issues during the meeting.
