I. RECOMMENDED ACTION: Discuss the development concept to be pursued for 6913-37 Penn Avenue. IIL BACKGROUND ~ The seven homes in this area were removed by use of the storm water utility due to flooding. A number of scenarios have been pursued for reuse of this property. Initially 12 units. of housing together with a wet/dry storm water pond was the goal. That was not a viable concept. More recently two units of housing were being considered along with awet/dry pond. However, subsequently the city's storm water consultant suggested that it may be desirable to enlarge pond capacity and not construct any new housing. The scenario's which have been formulated include the following: a. maintain the pond's current size and construct two units of housing. b. maintain the pond's current size and provide one unit of housing on the north end and/or a parking lot expansion for the adjoining dental office to the south. c. Maintain the current size of the pond, landscape the area -and reserve the opportunity to build housing subject to observing the need for a larger pond. 0925-6913Penn d. Utilize as much of the site as possible for a pond and landscape the residual area. III. BASIS OF RECOMMENDATION A. POLICY • The pond is currently sized to meet the City's flood protection standard. B. CRITICAL ISSUES • Because storm water storage in this area is limited, WSB is suggesting it maybe desirable to increase capacity at this site. • A meeting has been set for September 28 with the site neighbors on Oliver and Penn Avenues to formulate a landscape concept, which would be consistent with Council direction regarding the site uses. Eastling, P.E. ~ _ ,! ., , Director of Public Works ~- ~- - ~ - City of Richfield ~ ,.- . 6700 Portland Avenue South - Richfield, MN 55423 --------- --- --- Re: Benefits of Expanding Storm Water Storage at 69~' and Penn Site for the Purpose of Managing Storm Water Runoff WSB Project No. 1000-210 Dear Mike: As a follow-up to our previous discussions concerning the potential benefits of further expanding the storage volume in the storm water storage pond near 69~' and Penn, we have further reviewed these benefits. Based on this review, the following comments are made: 1. There are currently no designated storm water storage areas in this area of the City. Undertaking any effort to provide additional storage will improve the capacity of the existing storm sewer system to accommodate storm water runoff generated in this area. 2. The ponding system as it is currently designed will only allow water from -Penn Avenue to overflow to the pond when water in the street exceeds depths ranging from six inches to one foot. Expanding the pond volume could allow water to overflow from the road to the pond at shallower depths, thus reducing the frequency that Penn Avenue would have water ponding within its curbs and roadway lanes. 3. If the 69"' and Penn ponding area is expanded, additional capacity could be made available in the storm sewer pipes draining this area. This would relieve the frequency that flooding may occur in other adjacent areas that are served by storm sewers leaving the 69~' and Penn area. 4. Expanding the pond will increase the level of flood protection to homes in the area. Observing the recent heavy rainfall and flooding in Eagan, providing additional storm water storage in areas where the opportunity is available may prove out to be a very prudent and cost-effective storm water strategy. Should the City wish to further expand the storm water conveyance and storage system capacities in this area within the City of Richfield, suitable modifications to the grading plan for this area could be undertaken. These modifications could provide additional storage, as well as landscaping and wildlife habitat improvements to be constructed on these lots. The design for these landscaping improvements could be coordinated with the property owners adjacent to these parcels.
