BACKGROUND ~ Ehlers is reviewing the financial aspect of the City Bella project, which have been provided by the developer, Gramercy Corporation. The final calculations of business subsidy and the broader Housing and Redevelopment Authority (HRA) findings on the "but-for" are close to being ready, but could not be completed for consideration at the July 15 meeting. III. BASIS OF RECOMMENDATION A. POLICY • A public hearing on the City Bella business subsidy has been scheduled and public notice has been published. 071502Continue CityBella The Housing and Redevelopment Authority (HRA) must announce a continuation on July 15 for it to occur. The proposed date to continue the public hearing to is the next regularly scheduled HRA meeting on August 19, 2002. B. CRITICAL ISSUES • It would be premature to finalize the business subsidy with final calculations and the but-for evaluation underway. • Persons may have been planning to present their views at the public hearing on July 15, 2002. I. RECOMMENDED ACTION: By Motion: Authorize the Executive Director to apply for funding for 24 Mainstream Housing Vouchers. ~ II. BACKGROUND The Department of Housing and Urban Development (HUD) is accepting applications from Housing and Redevelopment Authorities and Social Service Agencies for year 2002 Mainstream Housing Vouchers. The deadline for applications is July 22. The purpose of the program is to provide vouchers under the Housing Choice Voucher Program to enable persons with disabilities (elderly and non-elderly) to access affordable private housing. The Richfield Housing and Redevelopment Authority (HRA) currently operates a Housing Voucher Choice Program that is ranked as a High Performer by HUD. If funding is approved the staff currently administering the Housing Choice Voucher Program would be able to absorb the additional administrative duties into their workload. 0715hraHV1 III. BASIS OF RECOMMENDATION A. POLICY • The HRA secures funds and administers state and federal affordable housing programs. • Affordable housing needs have been outlined in the work of the Affordable Housing Task Force and reaffirmed in the 2020 visioning process. The Mainstream Housing program being proposed is consistent with identified needs. B. CRITICAL ISSUES • Funding opportunities only come once a year for federal resources. C. FINANCIAL • The rent assistance vouchers and administration would be fully funded by HUD. D. LEGAL • The HRA is authorized by law to submit applications for funding. IV. ALTERNATIVE RECOMMENDATION(S~ • Do not apply for the Mainstream Housing Voucher Program. V. ATTACHMENTS • N/A VI. I. RECOMMENDED ACTION: By Motion: Approve the execution of a contract with Julianne Schwietz for the Livable Communities- Team beginning July 16, 2002 for 12 months. III. BACKGROUND For the past several years Julianne Schwietz has worked as a consultant to the Housing and Redevelopment Authority (HRA) with the Community Apartment Program (CAP). With that program she managed the Richfield Apartment Managers Association (RAMA) as an active viable organization and also produced a related newsletter. The second program element was the formation of a staff team known as the Livable Communities Team (LCT) -- staff from several departments and divisions -- which focused on apartment properties with management issues. When her last contract with the HRA expired in January 2002 it was not renewed. Staff needed an opportunity to access CAP and determine if the program could become part of staff responsibilities and at the same time reduce operating costs. 071502LCT III. BASIS OF RECOMMENDATION Staff has effectively assumed the responsibilities related to the RAMA program. With regards to the Livable Communities Team, Ms. Schwietz is needed. In January 2002, the City Council approved the Three Strikes Ordinance. The implementation and administration of the ordinance will be facilitated with assistance from Ms. Schwietz. A. POLICY • The formulation of the Three Strikes Ordinance was the result of the efforts of the LCT and Ms. Schwietz. B. CRITICAL ISSUES • One-third of the housing in Richfield is apartments. C. FINANCIAL • The standard form HRA contract will be for 12 months with a cost not to exceed $27,000 (this is about one-half the cost of previous contracts). D. LEGAL • The contract document would basically be the same form as utilized previously. IV. ALTERNATNE RECOMMENDATION~S~ • Direct staff to find another consultant. Refuse approval. Delay approval. V.
