Conduct a public hearing and approval of the Richfield Housing and Redevelopment
Authority's annual Public Housing Authority Plan.
RECOMMENDED ACTION:
Conduct and close the public hearing and by motion: Approve the
Housing and Redevelopment Authority's annual Public Housing
Authority Plan for the Section 8 Housing Assistance Program and
authorize the Chair and Executive Director to execute program
documents.
II. BACKGROUND
The Quality Housing and Work Responsibility Act of 1998 (QHWRA) created by Congress
requires the Richfield Housing and Redevelopment Authority (HRA) to provide a Public
Housing Agency Plan (PHA Plan) on an annual basis. The annual plan provides details
about the Agency's immediate operations, program participants, and programs and
services and the Agency's strategy for addressing the needs of the community in the
upcoming fiscal year. Staff has developed a plan in proper form and content.

In addition, QHWRA requires the Richfield HRA to create a "Resident Advisory Board" to
make comments on the PHA Plan. Every Section 8 household in Richfield (there are 350)
was invited to join the Advisory Board. Two volunteered to participate. The Advisory Board
then met after each member had an opportunity to review the PHA Plan. The Resident
Advisory Board made no additional comments to the plan.
III. BASIS OF RECOMMENDATION
A. POLICY
• The Housing and Redevelopment Authority's Board of Commissioners must
formally adopt the PHA Plan following a public hearing. The Department of
Housing and Urban Development (HUD) requires the HRA Chair and
Executive Director to execute documents.
• HUD has designated the Richfield HRA as a high performer.
B. CRITICAL ISSUES
• Failure to approve the PHA Plan will result in receiving anon-compliance
status with HUD. "Non-compliance" violates the contracts that the HRA has
with HUD and results in a loss of administrative and rent assistance funds.
C. FINANCIAL
• Richfield's HRA has four contracts for administrative and rent assistance
funds with HUD.
• Annually, the Richfield HRA receives $1,136,520 for rental assistance
payments and $137,928 for administrative payments. A current PHA Plan
is a requirement of these contracts.
D. LEGAL
• The Housing Assistance Program (HAP) contracts that the HRA has with
HUD have been previously reviewed and approved by legal counsel. Proper
notice was published on July 24, 2002 in the Sun Current of the availability
to review the Plan and of the public hearing to be held concerning plan
approval. The publication schedule is in compliance with HUD regulations.
IV. ALTERNATIVE RECOMMENDATION(S~
• Do not approve the PHA Plan at this time. (The Richfield HRA would not be
in compliance with HUD.)

Summary Update
Richfield HRA Annual Plan, Year 2003

The annual PHA plan is a 20-page document. Known as HUD Form #50075, this plan
provides a standard way_for aIL Public.Housing.Authorities (P-HA)and the Richfield Housing
and Redevelopment Authority (HRA) to report that the PHA complies with all federal
regulations.
To summarize:
^ The mission of the Richfield HRA is the same as HUD's: to promote adequate and
affordable housing, economic opportunity and a suitable living environment free from
discrimination.
^ The Richfield HRA goals are to:
- Secure more rental vouchers when available.
- Acquire and/or build affordable housing.
- Improve program administration (Richfield is already a high performer.)
- Increase program participation by landlords.
- Promote client self-sufficiency.
- Ensure equal opportunity and fair housing standards are achieved.
The plan document ends with:
• a drug-free certification form;
• a certificate that no payments have been made to influence federal transactions; and
• a three page certification form that the Richfield HRA does and will comply with all
applicable federal regulations as listed on the certification and signed by the HRA Chair.
The annual plan in its entirety is always available to the HRA Board and the public, and the
plan is available for review at the Community Development Department.

Consideration of a resolution to close out and decertify the Lyndale-Hub-Nicollet (LHN) Tax
Increment Financing District
I. RECOMMENDED ACTION:
By Motion: Adopt the attached resolution to decertify the Lyndale-
Hub-Nicollet (LHN) Tax Increment Financing District.
III. BACKGROUND ~
On October 15, 1975, the .Richfield Housing and Redevelopment Authority (HRA)
established the Lyndale-Hub-Nicollet (LHN) Redevelopment Plan and Commercial
Improvement Program. The City Council took similar action in November 1975.
This was the City's first redevelopment project established under the direction of the
City's. newly formed municipal housing and redevelopment authority. It was a
pioneering effort in the suburbs of the metropolitan area in 1975. Almost 27 years
later, the goals and objectives of this endeavor have come to fruition and the HRA is
able to close out and decertify this tax increment financing district.

At a special meeting on August 5, 2002, the HRA directed staff to begin the
decertification process. As there are only two small bond payments remaining,
totaling approximately $42,000, HRA staff and financial consultants proposed using
available revenue to payoff the bonds earlier than scheduled. By doing so, the HRA
will be able to close out the district. Under current real estate tax laws, a
preliminary estimate is that $1.4 million of increment could be realized by the
various taxing jurisdictions. The City could realize approximately $400,000 to
$425,000 beginning in 2003.
The LHN district has proved to be a successful redevelopment project area of the
community, which over time has had more than $60 million of private and $24
million of public investment. The fruits of this undertaking are evident in many
ways, especially in the following developments:
• K-Mart (1979)
• Woodlake Investment Company (Woodlake Plaza) (1979)
• Municipal Liquor Store (1979)
• Lyndale Garden Center (1980)
• Townhomes of Wood Lake (Coach Homes) (1981)
• Public Plaza (1981)
• Lake Shore Drive Condominiums (1982)
• Lyndale Hardware (parking and building improvements, 1982)
• Lyndale Business Center (Ahlquist property) (1983)
• City Project 705 Public Improvements (1983)
• Richfield Shoppes renovation (1984)
• Hub Shopping Center improvements (1984)
• Woodlake Point Condominiums (1986)
• Market Plaza and Village Shores Apartment (1986)
• Oreck Plaza renovation (64th &Lyndale) (1986)
• Richfield Bank & Trust /Richfield State Agency expansion (1986)
• Hub Shopping Center expansion with Rainbow Foods (1991)
• Wood Lake Medical Clinic (1994)
(Note -the year dates listed above indicate project's completion date).
Although the LHN is closing out an era, another has begun; Oaks on Pleasant, The
Pines, Woodlake Centre, Gramercy Senior Housing Cooperative, the combined
Lyndale Garden Center and Lyndale Hardware and the soon to be City Bella.
III. BASIS OF RECOMMENDATION
A. POLICY
• HRA policy is to close out a tax increment as soon as debt obligations
can be met. This is the .second close out; the first, the TIF project at 66th
Street and Cedar Avenue.
B. CRITICAL ISSUES
• Upon completion of all tasks necessary to close out the LHN District, a
request will be made to Hennepin County to officially decertify the LHN
district.
• The district, when originally created, had no specified termination
timeframe. However, consistent with the HRA's desire to close districts
as soon as obligations are met, this district will terminate.
C. FINANCIAL
• Outstanding bond payments will be made prior to year-2003.
• Under current property tax laws the preliminary estimate is that the taxing
jurisdictions could share approximately $1.4 million dollars in revenue
each year beginning in 2003. Richfield could receive approximately
$400,000 to $425,000.
D. LEGAL
• The recommended actions taken to close out the LHN District are being
undertaken in conjunction with bond counsel's and fiscal consultant's
opinions.
IV. ALTERNATIVE RECOMMENDATION~S~
• Do not close out the LHN District and continue to make bond payment as
scheduled. However, this would defeat the goal of closing out TIF districts as
soon as possible.

HRA RESOLUTION NO.
RESOLUTION APPROVING THE DECERTIFICATION OF THE LYNDALE-HUB-
NICOLLET TAX INCREMENT FINANCING DISTRICT OF THE CITY OF RICHFIELD
WHEREAS, on November 24, 1975, the Lyndale-Hub-Nicollet Tax Increment
Financing District ("LHN District") was created within the Richfield Redevelopment Project
Area (the "Project"); and
WHEREAS, as of :.the date hereof .all -bonds -and -obligations #o which tax increment
from the LHN District have been pledged have been paid in full or defeased and all other
costs of the Project have been paid; and
WHEREAS, the Housing and Redevelopment Authority in and for the City of Richfield
desires by this Resolution to cause the decertification of the LHN District a er which all
property taxes generated by property within the District will be distributed in the same manner
as all other property taxes.
NOW THEREFORE, BE IT RESOLVED by the HRA that the LHN District should be
deemed decertified as of December 31, 2002, and that the HRA's staff is authorized and
directed to transmit a copy of this resolution to the County Auditor of Hennepin County with a
request that the auditor decertify the LHN District as a tax increment district and to remit no
tax increment from the LHN District to the City of Richfield after December 31, 2002.
Approved by the Housing and Redevelopment Authority in and for the City of
Richfield, Minnesota this 16th day of September 2002.
