ITEM FOR HRA CONSIDERATION:
Consideration of the Housing and Redevelopment Authority signing of the City Bella plat for
land owned by the Housing and Redevelopment Authority within the City Bella project area.
I. RECOMMENDED ACTION:
By Motion: Authorize the Chair and Executive Director to execute the
plat for City Bella for land owned by the Housing and Redevelopment
Authority within the project area.
III. BACKGROUND I
In June, the Housing and Redevelopment Authority (HRA) authorized the
acquisition of a splinter parcel of vacated right-of-way within the City Bella project
area by eminent domain proceedings. This small 8 ft. by 20 ft. area (160 sq. ft.) is
now owned by the HRA. However:
• Gramercy Corporation wishes to record the City Bella plat prior to year-end.
• A public hearing to sell the parcel to Gramercy in accordance with the Contract
for Private Redevelopment is scheduled for January.
• The plat can be recorded this year of the HRA is shown on the plat as the owner
of the splinter parcel.

A special HRA meeting has been scheduled for December 22, 2003 to consider the
matter.
III. BASIS OF RECOMMENDATION
A. POLICY
• The Amended and Restated Contract for Private Redevelopment
between the HRA and Gramercy Corporation requires the acquisition
of property within the project area. Gramercy Corporation owns all
property within the project area except for a small splinter parcel of
vacated right-of-way. The HRA owns the splinter parcel.
• A plat can be recorded when all owners of property sign the plat.
• The City Council has approved the City Bella plat.
B. CRITICAL ISSUES
The HRA in accordance with the Contract intends to convey this
splinter parcel to Gramercy Corporation for the City Bella project. A
public hearing is scheduled for the January HRA meeting:
• If recording the plat in early 2004, Gramercy Corporation is required to
pre-pay property taxes for 2004. Recording the plat in 2003 allows
2004 property taxes to be paid in the normal scheduled way
throughout the year.
C. FINANCIAL
• Gramercy Corporation is obligated to pay all costs incurred by the
HRA in the acquisition, conveyance, and platting related to the splinter
parcel.
D. LEGAL
• Legal .Counsel has proposed this approach which requires a special
HRA meeting before year-end and the subsequent public hearing in
2004 to convey the splinter parcel to Gramercy Corporation.
• Proper notice of the special HRA meeting was posted.
ALTERNATIVE RECOMMENDATION(S) ~
• Although the splinter parcel is integral to the project (part of the vacated right-
of-way for the walkway between the future plaza and Wood Lake Nature
Center), the HRA could choose not to authorize signing the plat as the
owner.

RESOLUTION AUTHORIZING EXECUTION OF
THE PLAT OF CITY BELLA
WHEREAS, the Housing and Redevelopment Authority in and for the City of
Richfield ("HRA") is the fee owner of certain land described as follows (the "Property"):
That part of vacated Lake Shore Drive, as dedicated in the plat of
FAIRWOOD SHORES, Hennepin County, Minnesota, which lies
northwesterly of the northwesterly line of Lot 1, Block 1, GRAMERCY PARK
RICHFIELD, which lies southeasterly of the center line of Lake View Walk,
said FAIRWOOD SHORES, and its southwesterly extension, and which lies
northeasterly of a line drawn from the most westerly corner of said Lot 1 to a
point on the southwesterly line of Lot 17, Block 3, said FAIRWOOD
SHORES, distant 42.31 feet northwesterly, measured along said
southwesterly line, from the most southerly corner of said Lot 17.
Together with adjacent streets and alleys, vacated or to be vacated,
accruing thereto, and together with appurtenant easements; and
WHEREAS, the HRA desires to include the Property within the proposed plat of
CITY BELLA.
NOW, THEREFORE, BE IT RESOLVED that the Executive Director and Vice Chair
of the HRA are authorized and directed to execute the proposed plat of CITY BELLA by
and on behalf of the HRA.
