THE CITY OF RICHFIELD, MINNESOTA
BESOLUTION APP80VING MODIFICATION TO RICHFIELD
REDEVELOPMENT PROJECT PLAN, CONSISTING OF
ADOPTION OF REDEVELOPMENT PLAN FOR THE EAST
66TH STREET REDEVELOPMENT PROJECT AREA
WHEREAS, 'the Housing •and Redevelopment Authority in and for. the City oP
Richfield, Minnesota (the "HRA"} has prepared a Redevelopment Plea (the
"Redevelopment Plan") for the East 66th Street Redevelopment Project (the
"Redevelopment Project") in accordance with Miane__ Statutes, sections 489.041
to 469.04?, inclusive, (the "HRA ACt"); and
WFIEREAS, the Redevelopment Plan, .dated November 21, 1994, is now on file
with the city aierk; and
WHEREAS, in accordance with section 469.028, subd. 1, of the HRA Act, the
Redevelopment Plan has been referred to the planning commission, which on
December 6, 1994, commented on the Redevelopment Plan sad found that it conforms
to and is not in conflict with the pleas for development of the City as a whole; sad
WHEREAS, the HRA, by resolution dated November 21, 1994, approved the
uadertakiag of the Redevelopment Project, approved the Redevelopment Plea
relating thereto, and referred it to the dty cottadl for a public hearing sad
consideration as provided by section 469.028, subd. 1 of the HRA Act; sad
WHEREAS, the dty coundl has fully reviewed the contents of the
Redevelopment Plea and held a public hearing hereon, at which time all persons
wishing to comment were given an opportunity to do so.
NOW, THEREFORE, BE IT RESOLVED by the City Coundl of the City of
Richfield Minnesota as follows
1. It is .found that the public interest requires neighborhood planning to
develop and redevelop specific portions of the community and to remedy
conditions of underutilized laced in such areas.
2. In order to foster and fadlitate the growth of the dty's commercial
bane, it is found that it is necessary to encourage private enterprise to
engage in the redevelopment .of land in accordance with the
comprehensive plan.
3. It is found that the Redevelopment Plan for the Redevelopment Project
will afford maximum opportunity, consistent with the aouad needs of the
city as a whole, for the redevelopment of the Redevelopment Project by
private enterprise .
4. In aeeordaace with the findings of the planning commission, it i$ toured
that the Redevelopment Play conforms to the general development plan
of tho community as a whole as set forth in the comprehensive plan.

5. The findiags .contafaed herein are made in compliance with section
469.028, subd. 2 of the $RA Act i'or the purpose of showiag the City's
latent to exercise, in coajvaction with the HRA, the powers graated to
the City and the HRA by the SRA Act in order to achieve the objectives
set thereto.
6. The undertaking of the Redevelopment Project cad the Redevelopment
Plan relating thereto are hereby approved.

reference.
8. 'the dty clerk is authorized cad directed to transmit a certified copy of
this resolution to the BR.A.
