CALL TO ORDER
The meeting was called to order by Mayor Goettel at 7:00 p.m.

Council Members

REPORT ON THE IMPACT OF THE STATE OF MINNESOTA’S
PROJECTED DEFICIT ON THE CITY OF RICHFIELD 2008-2009 BUDGET
AND THE ACTIONS THE CITY WILL BE TAKING TO ADDRESS THE
BUDGET SHORTFALL
Mayor Goettel discussed the impact on the City from the 2008 Local Government Aid (LGA)
unallotment and the potential impacts of the LGA allotment reduction in 2009.
City Manager Devich explained the 2008 LGA shortfall was anticipated so a one-time
financial adjustment could be made. However, the 2009 LGA unallotment could potentially have
severe impacts on the City.
Any City service reductions would be a City Council policy decision.

Item #2 CONSIDERATION OF RESOLUTIONS SUSPENDING THE IMPLEMENTATION OF
RESOLUTIONS RELATING TO THE 2009 MANAGEMENT AND GENERAL
SERVICES SALARY COMPENSATION PLANS S.R. NO. 321
Mayor Goettel presented Staff Report No. 321.
City Manager Devich explained the salary adjustment suspension allows the City flexibility
to review what other Stanton V cities are doing and avoid potential layoffs.
M/Goettel, S/Kilian that the following resolutions be adopted and that they be made part of
these minutes:

RESOLUTION NO. 10184, RELATING TO THE 2009 MANAGEMENT
SALARY COMPENSATION PLAN

Item #3 CONSIDERATION OF RESOLUTION SUSPENDING THE IMPLEMENTATION OF
RESOLUTION REGARDING SECTION 5 OF THE CITY MANAGER’S
EMPLOYMENT AGREEMENT, 2009 SALARY COMPENSATION ADJUSTMENT

Mayor Goettel presented Staff Report No. 322.

these minutes:

RESOLUTION NO. 10171 WITH RESPECT ONLY TO THE
AMENDMENT OF SECTION 5 OF THE CITY MANAGER’S
EMPLOYMENT AGREEMENT
Motion carried 5-0. This resolution appears as Resolution No. 10196.

The Mayor stated the City Attorney was reviewing her request to have the Mayor's annual
stipend be returned to the City to assist in addressing the City's financial issues.
