CALL TO ORDER
The meeting was called to order by Mayor Goettel at 7:00 p.m.

Council Members
Not Present: Susan Rosenberg and Fred Wroge.
Staff Present: Steven L. Devich, City Manager; Mike Eastling, Public Works Director; Jim
Topitzhofer, Recreation Services Director; Brad Sveum, Fire Services
Director; Bill Fillmore, Municipal Liquor Operations Director; Chris Regis,
Finance Manager; and Cheryl Krumholz, Recording Secretary.
Item #1 TRUTH IN TAXATION PUBLIC HEARING REGARDING 2009 PROPERTY TAX
LEVY AND 2008 REVISED/2009 PROPOSED BUDGET AND PROPOSED 2009
WATER, WASTEWATER AND STORM SEWER UTILITY RATES S.R. NO. 286
City Manager Devich stated the Truth in Taxation Meeting tonight will discuss the proposed
2009 property tax levy, not property assessed value. The property valuation is handled by
contacting the Assessor’s Office.
Finance Manager Regis made a presentation, City of Richfield 2009 Proposed Budget and
Tax Levy, Local Services Paid by Local Taxes. (City Clerk’s File No. C-443)
City Manager Devich explained the levy includes the debt service on the bonds for the new
maintenance facility, new Police/Fire/City Hall facility and water plant upgrades. There is a
moderate increase in the levy due to the General Fund.

Larry Wozniczka, 6744 Wentworth Avenue, read a statement related to his property taxes
and options to reduce City expenses and lower the 2009 Levy. (City Clerk's File No. C-444)
Mr. Wozniczka questioned that the selling of the bonds may be premature.
Izzat Minhas, 1020 Mildred Drive, spoke against an increased levy, including a new City
Hall, due to the economic recession.
M/Kilian, S/Sandahl to close public hearing.
Motion carried 3-0.
City Manager Devich explained the timing of the bond sales for City Hall.
Finance Manager Regis explained the arbitrage strategy and laws.
M/Goettel, S/Sandahl to schedule final action on the levy and budget items and utility rates
for the Regular City Council meeting of December 9, 2008.
Motion carried 3-0.
This concluded the Truth in Taxation Meeting and final action is scheduled for
the December 9, 2008 Regular City Council Meeting.

The meeting was adjourned by unanimous consent at 7:34 p.m.
