CALL TO ORDER
The meeting was called to order by Chair Sandahl at 6:15 p.m.
ROLL CALL
HRA Members
Present: Sue Sandahl, Chair; Martin Kirsch; Joan Helmberger; David Gepner; and
Doris Rubenstein.
Staff Present: Steven L. Devich, Executive Director; John Stark, Interim Community
Development Director/HRA Manager; Karen Barton, Community
Development Manager; Melissa Poehlman, Zoning Administrator; and
Nancy Gibbs, City Clerk.
Item #1 DISCUSSION REGARDING COMPREHENSIVE PLAN HOUSING SECTION
UPDATE (HRA MEMO NO. 8)
Zoning Administrator Poehlman presented the Comprehensive Plan Housing Section
Update.
Zoning Administrator Poehlman asked commission members if they had any changes or
ideas for goals and policies.
Chair Sandahl stated she would like more remodeling encouraged.
Commissioner Rubenstein stated that enforcement needs to be added to the policy.
Chair Sandahl suggested supporting new upscale housing in neighborhoods, this will
encourage neighbors to update their houses. She believes the City needs to balance affordable
housing with move-up housing.

Interim Community Development Director Stark stated he would like to come back to the
HRA in six months to re-evaluate the program.
