95-8242r 15 RESOLUTION NO. 8242 RESOLUTION APPROVING SUMMARY PUBLICATION OF AN AMENDMENT TO APPENDIX B OF THE RICHFIELD CITY CODE WHEREAS, the City has adopted the above referenced amendment to the Richfield City Code; and WHEREAS, the verbatim text of the amendment is cumbersome, and the expense of publication of the complete text is not justified. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield that the following summary is hereby approved for official publication: SUMMARY PUBLICATION BILL NO. 1995-7 AN ORDINANCE AMENDING AND RENUMBERING SECTIONS 505,510,515, 525, 530, 540, AND 545 OF APPENDIX B TO THE RICHFIELD CITY CODE; RECODIFYING AND REVISING THE ZONING REGULATIONS FOR ALL ZONING DISTRICTS IN THE CITY; REPEALING OLD SECTIONS 505,510,515,525,530,540, AND 545 OF APPENDIX B TO THE RICHFIELD CITY CODE (SUMMARY PUBLICATION) The above referenced actions have been taken pursuant to the authority of Minnesota Statutes, section 462.357. This summary of the amendment is published pursuant to section 3.12 of the Richfield City Charter. . The purpose of the amendment is as follows: 1. to assist in the implementation of the City's Comprehensive Plan; 2. to foster a harmonious and workable relationship among land uses; to promote the stability of existing land uses which conform to the Comprehensive Plan, and to protect them from inharmonious influences and harmful intrusions; 4. to promote the City's great interest in protecting and preserving the quality of its neighborhoods and commercial districts, as well as the quality of urban life; 5. to insure that public and private lands ultimately are used for the purposes which are most appropriate and most beneficial from the standpoint of the city as a whole; 6. to foster the provision of adequate light, air, space, bulk, and density; Resolution No. 8242 Page 2 7. to promote a safe and effective traffic circulation system; 8. to protect and enhance real property values; and 9. to safeguard and enhance the physical appearance of the City. The Ordinance applies to land within the corporate boundaries of the City. The amendment describes and establishes various districts in which specified areas of land uses are permitted. The various districts are as follows: R Single Family Residential District R-1 Low Density Single Family Residential District MR-1 Two-Family Residential District MR-2 Multiple-Family Residential District MR-3 High Density Multi-Family Residential District C-1 Neighborhood Business District C-2 General Commercial District C-3 High Density Commercial District I Industrial District PUD Planned Unit Development District The Amendment establishes procedures for the amendment of the land use regulation, the rezoning of property, the granting of variances and conditional use permits and sets off-street parking requirements. The amendment also directs the City Clerk to delete references throughout the Richfield Ordinance Code to the sections of Appendix B hereby repealed; and to substitute, as appropriate, references to the amended sections. The amendments will be effective 30 days following the date of this publication, except that those provisions of the current ordinance of the City which deal with the MR district shall not be repealed until further action of the City Council. Copies of the amendment are available for public inspection in the Department of Community Development during normal business hours.
