FOR PARKING RESTRICTIONS ON PORTLAND AVENUE (COUNTY STATE AID
HIGHWAY 35) FROM 66TH STREET TO 77TH STREET
WHEREAS, the City of Richfield and Hennepin County will be reconstructing Portland
Avenue from 67th Street to 77th Street (State Project No. 157-020-027) in 2015; and
WHEREAS, the City of Richfield desires Portland Avenue to be a multimodal roadway
that accommodates automobiles, transit, bicycles and pedestrians; and
WHEREAS, the City of Richfield will be expending Federal Funds, State Aid Funds and
Local Funds on the improvements on Portland Avenue; and
WHEREAS, neither the existing roadway nor the planned 2015 reconstruction design
provide adequate width for parking on either side of the street while still accommodating both
vehicles, bicycles and pedestrians; approval of the proposed construction as a Municipal State
Aid street project must therefore be conditioned upon certain restrictions.
NOW THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City of
Richfield, Minnesota, that the City Council of the City of Richfield hereby bans the parking of
motor vehicles on Portland Avenue, as described in the project limits listed above:
