07-22-14 CC/PC Worksession CITY COUNCIL MINUTES Richfield, Minnesota " -end City Special Concurrent ty Council and Planning Commission Worksession July 22, 2014 CALL TO ORDER The concurrent worksession was called to order by Mayor Goettel at 6:00 p.m. in the Council Chambers. Council Members Debbie Goettel, Mayor; Pat Elliott (via WebEx); Sue Sandahl; Edwina Garcia; Present: and Tom Fitzhenry. Planning Commission Rick Jabs, Chair; Tom Rublein; Gordon Vizekcy; Alison Groebner; and Susan Members Present: Rosenberg. Planning Commission Daniel Kitzberger and Charles Standfuss. Members Absent: Staff Present: Steven L. Devich, City Manager; John Stark, Community Development Director; Melissa Poehlman, City Planner; and Cheryl Krumholz, Executive Coordinator. Item #1 DISCUSSION REGARDING THE ACADEMY OF HOLY ANGELS DEVELOPMENT PROPOSAL (COUNCIL MEMO NO. 67) Community Development Director Stark explained the City's process related to the purchase agreement between The Academy of Holy Angels (AHA) and Semper Development, Ltd. is contingent upon the City granting the necessary approvals required for the development to progress. He added that a number of City approvals, including Comprehensive Plan and Zoning District amendments, would be required in order for this plan to move forward and no application had been submitted to the City. Shannon Mayer, AHA Board of Trustees Chair; Pam Kerber, AHA Board of Trustees; Sister Carolyn Puccio, Board of Trustees, and Greg Sawyer, Board of Trustees; spoke in support of the proposed development and the AHA Strategic Framework and Campus Master Plan. John Kohler, Semper Development, Ltd., discussed the feasibility of the development, including the initial design and site criteria developed with Opus. Council Member Garcia requested there be a future meeting for the City Council so the public has an opportunity to comment on the proposed development. She stated the focus needs to be on the issues of the development and fairness in the process. Planning Commissioner Rublein requested that a more detailed design be presented for consideration. Mr. Kohler stated that feedback will be obtained before submitting the final application to the City. Special Worksession Minutes -2- July 22, 2014 Mayor Goettel said there needs to be larger and broader discussion on this project. The proposed Comprehensive Plan change could set a precedent.
