CALL TO ORDER
The meeting was called to order by Mayor Goettel at 5:31 p.m.
I ROLL CALL
Members Present:
Debbie Goettel, Mayor; Susan Rosenberg; Sue Sandahl; Fred Wroge; and
Bill Kilian.
Staff Present:
Steve Devich, City Manager; Pam Dmytrenko, Assistant to City Manager;
Cheryl Krumholz, Recording Secretary; and John "Mac" LeFevre, City
Attorney.

CONSIDERATION OF POSSIBLE SETTLEMENT OF PENDING LITIGATION
AGAINST METROPOLITAN AIRPORT COMMISSION
City Attorney LeFevre stated the settlement terms were not approved yet and there were
some intricate legal issues needing to be discussed in confidentiality in a closed executive session.
He said the City Council could return to the open meeting to vote on the settlement.
The City Council agreed to go into closed session.
Mayor Goettel adjourned the open meeting at 5:33 p.m.
The Closed Executive Session was called to order by Mayor Goettel in the Executive
Conference Room at 5:34 p.m.
Members Present:
Mayor Debbie Goettel; Sue Sandahl; Fred Wroge; Bill Kilian; and Susan
Rosenberg.
Staff Present:
Steve Devich, City Manager; Pam Omytrenko, Assistant to City Manager;
Cheryl Krumholz, Recording Secretary; and John "MAC" LeFevre, City
Attorney.
The Closed Executive Session was convened pursuant to M.S. 130.05.

The Closed Executive Session adjourned at 6:12 p.m.
The City Council reconvened the public meeting in the Council Chambers at 6:15 p.m.
M/Goettel, S/Kilian that the City Council authorize the Mayor, City Manaqer and City
Attorney to execute a consent decree and related documents in a form substantially consistent with
the summary term sheet and the closed meetinq discussion.
Motion carried 5-0.
Council Member Sandahl stated this decree represented a good settlement for Richfield
and surrounding communities.
Council Member Kilian stated many people have been waiting a long time for a settlement.
Mayor Goettel acknowledged the work of staff.
I ADJOURNMENT
The meeting was adjourned by unanimous consent at 6: 17 p.m.
