I. CALL TO ORDER
The meeting was called to order by President Mortenson at 8:00 a.m.
II. APPROVAL OF MINUTES OF (1) CIVIL SERVICE COMMISSION MEETING OF
SEPTEMBER 3, 2013
M/Fletcher, S/Hurvitz to suspend the reading and approve the minutes of(1) Civil Service
Commission Meeting of September 3, 2013.
Motion carried 3-0.
III. APPROVAL AND CERTIFICATION OF ENTRY LEVEL POLICE OFFICER ELIGIBLE
REGISTER
Police Chief Sandell presented the updated Entry Level Police Officer Eligible Register(see
attached). This is more of an informational update to let the commissioners know the status of
the applicants on the list.
Commissioner Hurvitz asked whether it was appropriate to start another list now.
Police Chief Sandell responded that if they started a list now without openings then they would
lose many of the candidates at the top of their list by the time the department was ready to hire.
M/Hurvitz, S/Fletcher to approve and certify the updated Entry Level Police Officer Eligible
Register.
Motion carried 3-0.

IV. APPROVAL AND CERTIFICATION OF THE POLICE DETECTIVE PROMOTIONAL
ELIGIBLE REGISTER
Police Chief Sandell presented the Police Detective Promotional Eligible Register (see
attached).
Commissioner Hurvitz asked about the process.
Police Chief Sandell stated it was a valid process. He added that Commissioner Mortenson did
observe and was pleased with the process.
M/Hurvitz, S/Fletcher to approve and certify the Police Detective Promotional Eligible Register.
Motion carried 3-0.
V. APPROVAL AND CERTIFICATION OF THE FIREFIGHTER ELIGIBLE REGISTER
Fire Chief Kewitsch presented the Firefighter Eligible Register (see attached). He further
discussed the interview process: 88 candidates took a written examination on August 24, 2013,
64 had their supplemental questions graded by the Richfield Fire Department shifts, and 18
completed an oral panel interview on either October 7 or 11, 2013. This list holds the
remaining 13 candidates in rank order of their scores.
Fire Chief Kewitsch stated that each shift created a supplemental question for the applicants
and also graded that question. He believed that was a valuable part of the process and they
were able to receive much more input from the whole department.
Commissioner Hurvitz asked the union representative in attendance how he believed the
process worked.
Firefighter Haider responded that he was comfortable with the feedback received from the
union members and that the process worked well.
Fire Chief Kewitsch stated he knows of two firefighters retiring in 2013 so there will be openings
to fill.
M/Fletcher, S/Hurvitz to approve and certify the Firefighter Eligible Register.
Motion carried 3-0.
VI. OTHER BUSINESS
Commissioner Hurvitz complimented Police Chief Sandell and Fire Chief Kewitsch on how well
the interview processes went for their respective departments.
Commissioners Mortenson and Fletcher agreed with Commissioner Hurvitz.
Commissioner Hurvitz inquired about how the City can better predict retirements so that the
departments can be well prepared.
Fire Chief Kewitsch stated that his employees know that more notice is appreciated however,
he can only ask for two weeks. He continued that it takes eight weeks to put a new firefighter
through the training process.
Police Chief Sandell agreed with Fire Chief Kewitsch. He stated that there are potentially more
retirements coming in the first half of next year due to changes to PERA. Minnesota could see

a fairly significant turnover in police personnel and therefore have multiple cities competing for
qualified candidates. The Police Department is prepared for this and staying on top of it.
VII. ADJOURNMENT
The Civil Service Commission Meeting was adjourned by unanimous consent at 8:19 a.m.

The Eligible Entry Level Officer list has been updated. An explanation of the status of the
candidates from the last testing process is given below. The current Register is effective
for two years, expiring September 3, 2015, unless cancelled or extended by the Civil
Service Commission. Should the department need to hire more officers before this
expiration date, we will have to bring forward names from the suspense file from the last
testing process.
