06-11-13 Special CC/PC Worksession CITY COUNCIL MINUTES Richfield, Minnesota gc: 4,ieeceSpecial Concurrent City Council and Planning Commission Worksession June 11 , 2013 CALL TO ORDER The meeting was called to order by Mayor Goettel at 6:05 p.m. in the Bartholomew Conference Room. ROLL CALL Council Members Debbie Goettel, Mayor; Pat Elliott, Edwina Garcia; Sue Sandahl; and Tom Fitzhenry. Planning Members Rick Jabs, Chair; Gordon Vizecky; and Susan Rosenberg. Present: Planning Members Dennis Schuller; Tom Rublein; Joshua Root; and Daniel Kitzberger. Absent: Staff Present: Steven L. Devich, City Manager; Mike Eastling, Public Works Director; John Stark, Community Development Director; Wayne Kewitsch, Fire Services Director/Fire Chief; Jeff Pearson, Transportation Engineer; Melissa Poehlman, City Planner; and Cheryl Krumholz, Executive Coordinator. Item # I DISCUSSION REGARDING DEVELOPMENT IMPEDIMENTS City Manager Devich explained that in staff's continuing efforts to promote and facilitate development, the purpose of this worksession was to provide policymakers a better understanding of the issues regarding development impediments and receive policy-level direction. Several recurring problem areas have been identified; specifically parking requirements, fire suppression costs and dedication of right-of-way for new developments. Community Development Director Stark discussed the City's parking standards and requirements and the conflicts that arise for large-scale development projects as well as small businesses proposing new uses in existing buildings, including community standards, policy-maker expectations, fiscally and physically available space for parking, end user's parking demands and code requirements. He also discussed options for change, including expectations, supply and/or demand of parking and code amendments. The City Council direction was to include businesses in the discussion of parking alternatives and options and that staff return to the City Council with information related to structured parking and code changes related to parking requirements for restaurants with liquor sales. Special Worksession Minutes -2- Fire Services Director/Fire Chief Kewitsch discussed fire suppression systems that require access to the water main based upon the City's adoption of the optional MN Rules Chapters 1306. He explained some cases (most notably on Penn Avenue) where the water main is located on one side of the street, results in properties on the other side of the street needing to go to great expense in accessing the water main. Chief Kewitsch explained the options for local, state and federal changes, including time to work through the change process, allowing the property owner to petition for a special assessment to cover the sprinkler costs, or rescinding the City's option of Chapter 1306. He added that from a Fire standpoint, he needs to advocate for sprinkler systems and would not support rescinding Chapter 1306. The City Council direction was to have staff review the special assessment option. Due to a lack of time, the discussion of right-of-way dedication for new developments was postponed to a future City Council Worksession.
