CITY ADVISORY COMMISSION YEAR-END REPORT OF ACCOMPLISHMENTS
2012
ADVISORY BOARD OF HEALTH
• Continued to support the Statewide Health improvement Plan (SHIP) work within the community (City,
schools, churches, etc.) and participated in the SHIP Community Leadership Team (Jennifer Turrentine)
• Met jointly with the Advisory Boards of Health from Bloomington, Edina and Richfield to discuss common
goals and opportunities to work together on issues.
• Multiple presentations were given by Bloomington Public Health Division (City of Bloomington) regarding
on-going work, Fire Chief Wayne Kewitsch on emergency preparedness, Tobacco and Alcohol Compliance
checks, Tri City Partners regarding work in the area of alcohol, tobacco and drug prevention and Charlie
O'Brien regarding the City's CERT volunteer team and their work.
• On-going updates of the work of the Richfield Bike Task Force were regularly given by Chris Olson (RABH
member)who also served on the Bike Task Force for the City.
• On-going updates of the work of the Yellow Ribbon Campaign were given by Kirsten Johnson who serves
as a liaison to the Yellow Ribbon Campaign work group and is also a Richfield Advisory Health Board
member.
• Multiple staff presentations were given on the public/private partnership project with Blue Cross and Blue
Shield, Bloomington and Edina.
• Participation in the School District's Wellness Expo for the fifth year
• Determined and presented the 2011 Food Safety Awards to Richfield establishments
• Participated in the planning group for Richfield's First Open Streets and volunteered at the event.
ARTS COMMISSION
• The Art Center has been enhanced
o New display and storage furniture purchased by the Arts Commission using funds we have been able
to raise and the budget granted to us by the city.
o Carpeting was removed from the Art Center and replaced by a washable hard surface better suited to
art activities.
o Supplies and storage containers were purchased.
• The Arts Commission has continued to recruit and manage art displays at Richfield Community Center.
We have taken ownership of a display case at the new Richfield Municipal Center and have managed art
displays there. We continue to help recruit artists to display work at Augsburg Park Library.
• The Richfield Arts Commission has provided logistical assistance, judges and prizes for the annual
Augsburg Library Teen Art Contest.
• Richfield Arts Commission completed and published the Richfield Public Art Tour map.
• The Arts Commission received at $1000 gift from Larry Couture, a local businessman. To date those funds
have been used to purchase a button maker and supplies for use at our events.
• Richfield Arts Commission members hosted open house events with free activities for children (and artists
of all ages in the Art Center on the second Saturday morning) in May, June, July, August, September and
October. Commission members donated many hours of their time to plan and host these events.
Attendance at open houses has increased 75% over previous years.
• Arts Commission members volunteered their time to host art activities and artist demonstrations at Penn
Fest.
• Arts Commission will be hosting a Pizza & Poetry event on November 15 at Fireside Pizza.
• Arts Commission members have worked very hard to create better web and social media visibility for
Richfield Arts Events. Work in this area is on hold pending a city policy decision on commission members'
access to post material directly on the Facebook page and Twitter accounts we initiated on the web. We
continue to publish an arts newsletter bi-monthly.
• Current Arts Commission membership has fallen below the minimum specified in our bylaws and three
more of our current members will be leaving the commission in February due to term limits. We
recommend that the city consider having a smaller sized Arts Commission and lower its expectations for
service to be provided by commission members in the future.

CIVIL SERVICE COMMISSION
• Annual meeting held in accordance with State Statute. New member Francie Fletcher. Officers:

• Approved Assistant Fire Chief testing process

COMMUNITY SERVICES COMMISSION
• Recommended award of contract to Spohn Ranch for construction of the Augsburg Tier-One Skate Park
and advised staff on its operation.
• Hosted the Stormwater Pollution Prevention Program annual public meeting.
• Received reports from the City Forester regarding the City's tree-disease treatment practices and
preliminary plans for natural vegetation plantings in the parks and approved of the City's tree-stock
purchasing plan.
• Approved the City Engineer's public input process and timeline for the Taft and Legion Lake Improvement
Project.
• Researched and discussed options for waste-hauling options for the City and formed a Green Team
Subcommittee to stay informed about related developments.
• Recommend approval of a seven-year agreement with Wheel Fun, Inc. for the operation of the Mini-Golf
Course and Malt Shop.
• Received recommendations from the Community Bandshell Committee regarding the scope of their plans
and recommended approval of the acceptance of grants to conduct noise and feasibility studies for the
project.
• Received public input and recommend approval of a plan and contract to replace the playground
equipment at Roosevelt Park; hosted an open house at the park.
• Considered a proposal to operate a flea market at the Veterans Park shelter.
• Provided feedback for staff regarding bird nest management at the Veterans Park shelter.
• Considered ideas for a new Community Garden site.
• Prioritized items for the Capital Improvement Plan and recommended Council approval.
• Appointed new and returning members to the Friends of Wood Lake (FOWL) Board.
The CSC appointed liaisons to, and received regular reports from, the following groups:
• Planning Commission
• Arts Commission
• Friends of Wood Lake Board
• Transportation Committee
• Honoring All Veterans Memorial, Inc.
• Community Bandshell Group
• Green Team/Waste Hauling Group
In the coming year, the CSC will
• Prioritize capital improvement items.
• Consider the feasibility and scope of developing Community Bandshell plans.
• Connect with City-wide environmental initiatives, particularly Green Step Cities.
FRIENDSHIP CITY COMMISSION

Greetings from our friends in Costa Rica and especially in Heredia, Costa Rica.
In January 2012 our Richfield Ambassador to Costa Rica, Cynthy Mandl and her husband Ken, have moved to
Costa Rica for a two year term. This was a work opportunity from Ken Mandl's employment. We are hoping
she will learn more Spanish while she is there.
This year marked the 21st year of our relationship with the people of Heredia.
Recently we have talked to and met with representatives of the 5th grade class at the Richfield Dual Language
School about a trip to Costa Rica next June. They are the first class to complete all the grades at the school
and the trip is to be an opportunity to reward them and a time to use their Spanish. The trip is being sponsored
by their parents.
Our commission is small and currently consists of three appointed members. We would like more members as
ideas come with numbers. We do have a good number of Costa Rican people living in Richfield and a greater
number of people who have traveled to Costa Rica for business or pleasure. We hope to tap these resources
for commission members In the future.

HUMAN RIGHTS COMMISSION
• The Commission held a Legal Advice Workshop for New Americans. Seven volunteer attorneys and 25
guests participated.
• The Commission awarded Patrick Olson with the 2012 Gene & Mary Jacobsen Outstanding Citizen
Award.
• The Commission hosted several speakers regarding affordable housing in Richfield and the proposed
Pillsbury Commons.
• The Commission participated in the Unity in the Community event sponsored by the JCPP.
• The Commission drafted and passed a resolution on Bullying.
• Commission President Philip Lowe, Jr., was appointed a board member by the MN League of Human
Rights. The Commission is looking at collaborating with the MN League of Human Rights and other
commissions from Bloomington and Edina.
• The Commission drafted and passed resolutions in opposition to the proposed "Recognition of Marriage"
and the "Voter ID" amendment. The Commission hosted a bi-partisan informational meeting on both
amendments.
• The Commission participated in Penn Fest. The Commission used this event as a way to get more
information out about the Commission.
• The Commission served as volunteers at VEAP in Bloomington.
PLANNING COMMISSION
• Completed regular review of zoning applications for a variety of local developments and projects including:
o Menards (76th Street & Lyndale Avenue), Pizza Luce (800 66th Street W), O'Reilly Auto Parts (66
Street and 12th Avenue), Woof Central (6315 Penn Avenue), LaMettry's Auto Body (301 77th
Street West)
• Recommend approval of numerous changes to the City's zoning ordinances related to:
o Nonconforming buildings in the Mixed Use Districts, accessory structures on large residential lots,
defining the height of a building
• Conduct public hearings and discuss the Pillsbury Commons housing proposal at 7641 Pleasant Avenue.
TRANSPORTATION COMMISSION
• Reviewed the final Intercity Regional Trail Master Plan and provided comment to Three Rivers Park
District.
• Completed the process of prioritizing arterial road corridors for capital improvement projects and to aid
efforts in obtaining outside funding for reconstruction efforts.

• Reviewed current crosswalk policy and discussed specific location concerns for future study.
• Monitored the 76th Street East Project progress and transportation impacts.
• Monitored the MnDOT 1-494 Projects progress and transportation impacts.
• Reviewed the public input related to the 76th Street & Upton Avenue traffic signal and provided a
recommendation for the signal to remain and the timing to be adjusted.
• Reviewed the final report for the Portland Avenue Lane Reconfiguration Pilot Project.
• Reviewed the draft Complete Streets Policy, provided comment for revisions, and recommended Council
approval.
• Studied Flashing Yellow Arrow traffic signal options and recommended installation where appropriate.
• Received an update from Richfield staff on the Regional and Local Transportation Project Planning efforts
currently underway by various agencies and provided feedback.
• Reviewed the draft Bicycle Master Plan and after providing comment recommended approval of the final
plan.
• Continue to discuss possible transportation related Do.Town initiatives.
• Initiated the 66th Street and Portland Avenue preliminary design process.
