09-16-02 Regular I I I HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES Richfield, Minnesota Regular Meeting September 16, 2002 The meeting was called to order by Chair Harms at 7:00 p.m. HRA Members Present: Thomas Harms; Kristal Stokes; Joan Heimberger; Michael Sandahl; and Dan Linnihan. Staff Present: Samantha Orduno, Executive Director; Bruce Palmborg, Community Development Director; Steven Devich, Administrative Services Director/Acting City Clerk. M/Sandahl, S/Stokes to approve the minutes of (1) Special HRA Meetinq of Auqust 5, 2002 and (2) Reqular HRA Meetinq of Auqust 19, 2002. Motion carried 5-0. Item #1 Mayor Kirsch addressed the HRA and reviewed the Age Odyssey award presented to the City of Richfield for the City and HRA's efforts in creating housing opportunities for the elderly. HRA Meeting Minutes -2- September 16, 2002 Item #2 The agenda was approved by unanimous consent. Item #3 Commissioner Heimberger read the resolution decertifying the Lyndale-Hub-Nicollet (LHN) Tax Increment Financing District. Chair Harms spoke in support of the motion to decertify the LHN District. Mr. Harms recognized all the past members of the HRA, Planning Commission, City Council and staff who worked to make the vision of the LHN a success. Administrative Services Director Devich reviewed the estimated 2003 property tax impact of the decertification of the LHN. M/Helmberger, S/Sandahl that the followinq HRA resolution be adopted, that it be spread in the HRA resolution book and that it be made part of these minutes: HRA RESOLUTION NO. 860 RESOLUTION APPROVING THE DECERTIFICATION OF THE L YNDALE-HUB-NICOLLET TAX INCREMENT FINANCING DISTRICT OF THE CITY OF RICHFIELD Motion carried 5-0. This HRA Resolution appears as HRA Resolution No. 860 in HRA Resolution Book NO.7. Item #4 Community Development Director Palmborg reviewed Staff Report No. 35 regarding consideration of the Richfield HRA's Annual Public Housing Plan for Section 8 Housing Assistance Program. Rosemary Foley, S.H.A.R.P., spoke to the HRA regarding the HRA's Section 8 Program. She commended the HRA on several aspects of the program. Ms. Foley asked that the HRA look at the residency requirements to increase the base-up rate for people of color. Chair Harms thanked Ms. Foley for her comments. Mr. Harms stated that the HRA will continue to attempt to balance the needs of the City's residents with the goals brought forth by organizations such as S.H.A.R.P. I M/Sandahl, S/Linnihan to approve the Housinq and Redevelopment Authority's annual Public Housinq Authority Plan for the Section 8 Housinq Assistance Proqram and authorize the Chair and Executive Director to execute proqram documents. Motion carried 5-0. Item #5 Executive Director Orduno reported on the Metropolitan Councils "Housing Performance Score". Ms. Orduno reported that Richfield was ranked 4th out of 185 cities included in the survey. Commissioner Sandahl stated that of the three cities ahead of Richfield, two were Minneapolis and St. Paul, cities that Richfield can not compete with.
