RESOLUTION NO. 9230 52 RESOLUTION SUPPORTING THE HOMEOWNERS ON GIRARD AND HUMBOLDT AVENUES AND OPPOSING THE TAKING OF ANY HOMES FOR THE 1-49411-35WTRANSPORTATION PROJECT WHEREAS, in the early 19508, Richfield homes were lost to the construction of 1-35W, the region's north-south interstate; and... WHEREAS, in the 1960s, Richfield homes were lost to the construction of the Crosstown freeway system; and . WHEREAS, during the late .1990s, the City Council worked diligently to minimize the taking of . additional Richfield homes for the expansion of 1-35W; and. . WHEREAS, the City Council is committed to the protection of the City's single family neighborhoods, especially those already impacted by prior transportation system projects; and WHEREAS, the Minnesota Department of Transportation (MnDOT) has determined that the 1- 494/1-35W interchange project will require the expansion of north-bound lanes on 1-35W which will impact the configuration of the entrance ramp to north-bound 1-35W at 76th Street; and WHEREAS, under MnDOT's plan, these improvements to 1-35W will require the taking of homes on Girard and Humbolt Avenues; and WHEREAS, the City Councirbelieves that the use of creative solutions by MnDOT can accomplish the State's transportation goals in this area without any further sacrifices of single family Aomes in Richfield; and WHEREAS, the City Council fully recognizes that funding for the 1-494/1-35W interchange is not in MnDOT's 10 year plan and funding for many Statewide transportation projects may not be appropriated for longer than MnDOT's 10 year plan; and WHEREAS, the City Council has not taken a policy position on this issue because of the uncertainties of State funding and timing of the project; and WHEREAS, the timing and funding uncertainties do not negate the need for the City Council to send a message to the State's transportation policymakers that the Richfield City Council does not support transportation solutions for the State that, once again, sacrifice Richfield homes. NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of Richfield do hereby declare their support of the homeowners on both Girard and Humboldt Avenues; and BE IT FURTHER RESOLveD that the Mayor and City Council of the City of Richfield do hereby declare their opposition to the taking of any homes in this area for the 1-494/1-35W transportation project.
