05-07-02 Special I I I RICHFIELD BOARD OF EQUALIZATION MEETING MINUTES Richfield, Minnesota May 7, 2002 The meeting was called to order by Mayor Kirsch at 6:34 p.m. Members Present: Martin Kirsch, Mayor; Susan Rosenberg (arrived at 6:53 p.m.); John Enger; Lawrence Emond; and Glenn Erickson. Members Not Present: Gertrude Ulrich; and Sue Sandahl. Staff Present: Steven Devich, Acting City Manager; Cheryl Krumholz, Recording Secretary; Larry Miller, Hennepin County Appraisal Supervisor; and Craig Lone, Hennepin County Appraiser. Item #1 Acting City Manager Devich stated the 2002 Richfield Board of Equalization is conducted to determine property values for the period ended January 2, 2002, not to discuss property taxes. Mr. Devich introduced Larry Mille!, Hennepin County Appraisal Supervisor, and Craig Lone, Hennepin County Appraiser. He also explained the appointment process for Lawrence Emond and Glenn Erickson as citizen members of the board. He said the citizen members were equal voting members with the City Council. Hennepin County Appraisal Supervisor Miller reviewed Staff Report No. 121 regarding convening of the 2002 Richfield Board of Equalization. He reviewed property averages for the sales period, September 30, 2001 through October 1, 2002. He said changes after that timeframe would be reflected in the next property valuation period. There being property owners present, the Board of Equalization proceeded. Board of Equalization Minutes -2- May 7, 2002 Item #2 I Anil Tandon, 6232 12th Avenue, appealed the Estimated Market Value (EMV) of his property based on the water damage to his basement and the repair estimate from a contractor. He requested the $141,000 EMV for his property be reduced by $25,000. Hennepin County Appraiser Lone, presented data on the subject property and comparable properties in support of the assessor's determination of an EMV of $141,000. He said he verified the wet basement, but considered the basement finish of minimal value. The board reviewed the contractor's estimate for the basement repair presented by Mr. Tandon. Council Member Rosenberg arrived at 6:53 p.m. Mr. Tandon said the water problem has increased over the years and the foundation is cracked. Mr. Lone said the value of the home is in the upper level, not the basement. M/Enger, S/Emond to reduce the Estimated Market Value of the property located at 6232 I 12th Avenue South, P.I.O. 26-028-24-21-0013 from $141.000 to $135,000. Motion carried 5-0. Item #3 Duncan Putnam, manager of rental property at 7615 18th Avenue, appealed the EMV of this rental property based on the impact of the changing housing market and airport noise. He also referenced an article in the May 5, 2002 Star Tribune, "Landlords Strain to fill Apartments". He requested that the EMV for this property be reduced 5% to 10%. Hennepin County Appraisal Supervisor Miller stated the 2002 EMV is based upon valuations prior to January 1, 2002. He said current changes would be considered in the 2003 EMV. Mr. Miller presented data on the subject property and comparable property in support of the assessor's determination of an EMV of $318,000. M/Emond, S/Erickson to sustain the assessor's determination of $318,000 as the Estimated Market Value of the property located at 7615 18th Avenue South, P.I.O. 35-028-24-44- 0002. I Mayor Kirsch stated that if the EMV sustained at the local level, the property owner has the right to continue the appeal process on the County and State level. Motion carried 5-0. I I I Board of Equalization Minutes -3- May 7, 2002 Item #4 Garfield Hoversten, 6812 Cornelia Drive, owner of rental property at 6413 Pleasant Avenue, appealed the EMV of this rental property based on the rapid increase of the valuation from last year and the changing rental trends. He commented on the board's consideration of income on rental property as it relates to the valuation. He requested that the EMV for this property remain at the 2001 EMV of $396,000. Hennepin County Appraisal Supervisor Miller said Mr. Hoversten had not notified the assessor's office about his appeal before the board. He said staff needed time to gather data, so the local board's sustaining the 2002 EMV tonight will permit Mr. Hoversten to continue his appeal to the County. M/Erickson, S/Enger to sustain the assessor's determination of $485,000 as the Estimated Market Value of the property located at 6413 Pleasant Avenue South, P.I.D. 27-028-24-24-0017. Motion carried 5-0. Item #5 John Miller, owner of rental property at 7626 Pleasant Avenue, appealed the EMV of this rental property based on his concern for a 31 % EMV increase for one year and the changing trend in rental rates. He requested that the EMV for this property be reduced to $175,000. Hennepin County Appraisal Supervisor Miller stated Mr. Miller's appearance before the board tonight was not anticipated because information requested by Mr. Miller was sent to him earlier and staff believed he was satisfied with the EMV. M/Emond, S/Enger to sustain the assessor's determination of $223,000 as the Estimated Market Value of the property located at 7626 Pleasant Avenue South, P.I.D. 34-028-24-33-0024. Motion carried. 5-0. There being no other property owners present to make an appeal, it was announced that the 2002 Board of Equalization had completed its business.
