March 26, 2002
The meeting was called to order by Mayor Kirsch at 6:01 p.m.
Members Present:
Martin Kirsch, Mayor; Gertrude Ulrich; John Enger; Susan Rosenberg; and
Sue Sandahl.
Staff Present:
Samantha Orduno, City Manager; Bruce Palmborg, Community Development
Director; and Cheryl Krumholz, Recording Secretary.

City Manager Samantha Orduno said that Chapter II, Section 210 of the City ordinance
establishes the salaries of the City Council and provides that the salaries of the Council Members be
reviewed by December 1 of each year in which an election is held. Council salaries were last
adjusted 3% for fiscal year 2000 (effective in 2001). The current salary of the Mayor is $8,235
annually; and each Council Member salary is $6,392 annually. As stipulated in the City Charter,
salary increases do not take effect until after the next succeeding municipal election, January 1, 2003.
The policy also provides that any increase should be based upon the amount of increase granted to
employees in the years subsequent to the previous salary adjustment. The salary increase for
employees in the General Services and Management pay plans was 3.5% in 2002.
She suggested the City Council may want to consider an additional provision for a two-year
pay plan; salary adjustments effective January 1, 2003 and January 1, 2004, consistent with other
employees. She said this pay increase structure will keep the Council salaries comparable to other
cities.
Council Member Ulrich said she supports the 2003 increase and the provision for a 2004
increase because the labor spent as a City Council Member is worthy of the increase.
Council Member Enger said he supports the 3.5% increase for 2003 and a January 1, 2004
annual increase equal to the staff percentage for 2003.
City Manager Orduno explained that the annual staff increase is tied to indicators.
Council Member Enger stated that the City Council has no input into annual staff increases
until the pay plans come before the Council for approval.
The City Council consensus was to place first reading of a proposed ordinance to increase
City Council annual salaries on the April 9, 2002 Council agenda.

City Manager Orduno requested a Special City Council Worksession be scheduled prior to the
concurrent City Council/School Board meeting on April 15, 2002 to discuss the City's 2003 budget
reduction plan.
The City Council scheduled a Special City Council Worksession for April 9, 2002 at 4:30 p.m.
to discuss the 2003 budget.
The meeting was adjourned by unanimous consent at 6:15 p.m.
