Special Worksession
March 18, 2002
The meeting was called to order by Mayor Kirsch at 6:00 p.m.
Members Present:
Martin Kirsch, Mayor; Gertrude Ulrich; John Enger; Susan Rosenberg; and
Sue Sandahl.
Staff Present:
Samantha Orduno, City Manager; Steven Devich, Administrative Services
Director; and Nancy Gibbs, City Clerk.

City Clerk Gibbs introduced the topic of redistricting and explained the constraints facing the
City in establishing new Ward and/or Precinct boundaries. She introduced two draft maps of minor
Ward adjustments.
Mayor Kirsch asked about drawing the Ward line down Fifth Avenue instead of Portland
Avenue to keep from shifting over at either the top or bottom of Wards Two and Three.
City Clerk Gibbs said that due to census block lines, a boundary at Fifth Avenue might not be
practical. She stated that a Fifth Avenue boundary would be reviewed.
Council Member Ulrich requested that Ward and Precinct boundaries try to be kept as straight
as possible to eliminate confusion to the voters on Election Day.
Council Member Sandahl discussed the possibility of reducing the number of precincts.
City Clerk Gibbs said that option would be reviewed further. A report would be provided to the
City Council before the March 26 City Council meeting if information becomes available. She stated
that work would begin on the final maps as soon as the Legislative Plans were received from the
County. She said the City Council would be kept informed.
The meeting was adjourned by unanimous consent at 6:37 p.m.
