The meeting was called to order by Mayor Kirsch at 8:30 a.m.

Center in Excelsior, Minnesota. Discussion included:

. Development of 5-year 2020 implementation plan, 2002 and 2003 City Council
goals
. Two break-out groups work separately
. Presentation of group goals/priorities and goal priority designation
