The meeting was started at 5:35 p.m.

Zoning Administrator Melissa Poehlman welcomed and thanked everyone for attending,
followed by a brief overview of the purpose of the meeting. She then turned the meeting over to the

City's Comprehensive Plan consultant, Mark Koegler, of Hoisington Koegler Group, Inc. to discuss
the comprehensive plan and update process for 2008.
Mr. Koegler presented an overview of what a comprehensive plan is as well as the elements
and importance of a comprehensive plan. The Power Point presentation is on file with the City Clerk
(Clerk's File No. C-426).
The remainder of the meeting Mr. Koegler led a discussion with the group on identifying
issues, problems and opportunities in the community. Some of the issues discussed were
transportation, local business initiatives, sustainable development, and affordable housing. The
complete list is on file with the City Clerk (Clerk's File No. C-427). The issues, problems, and
opportunities discussed will be the basis for future discussions the group will have regarding the
update of the Richfield Comprehensive Plan for 2008.
The meeting was adjourned at 7:35 p.m.
