Special City Council Meeting
November 6, 2003
The meeting was called to order by Mayor Kirsch at 5:31 p.m.
Members Present:
Martin Kirsch, Mayor; Susan Rosenberg; Gertrude Ulrich; John Enger; and
Sue Sandahl.
Staff Present:
Samantha Orduno, City Manager; Steve Devich, Administrative Services
Director; Bruce Palmborg, Community Development Director; Jim
Topitzhofer, Recreation Services Director; Kevin McGinty, Fire Services
Director; Bill Fillmore, Municipal Liquor Operations Director; Mike Eastling,
Public Works Director; Barry Fritz, Acting Public Safety Director; Chris
Regis, Finance Manager; Randy Hughes, Operations Superintendent;
Dave Conrads, Assistant Building Maintenance Supervisor; Brad Sveum,
Assistant Fire Chief/Fire Marshal; Ray Wroblewski, Forestry
Inspector/Operations Assistant; and Cheryl Krumholz, Recording

City Manager Orduno presented Staff Report No. 248 regarding the consideration of a
service agreement for City Hall.
M/Rosenberg, S/Sandahl to approve the contract with Jani-Kinq for City Hall c1eaninq
services for 2003/2004.
Council Member Enger asked about the cost of background checks.
Acting Public Safety Director Fritz said there is minimal staff time and a minimal cost for the
check.
Council Member Enger said that there would be many checks as these types of service
have frequent staff turnover.

City Manager Orduno said the turnover is not that much.
Council Member Enger asked about the cost of the previous cleaning contract.
Assistant Building Maintenance Supervisor Conrads explained the previous contract was
$12,900 for cleaning only the Public Safety upper level and City Hall front lobby. He said the new
proposed agreement would clean all areas of the building.
Motion carried 4-1. (Enger opposed.)
Council Member Enger stated he didn't believe in privatization of public services.
The meeting was adjourned by unanimous consent at 5:37 p.m.
