04-29-03 Special RICHFIELD BOARD OF EQUALIZATION MEETING MINUTES Richfield, Minnesota April 29, 2003 The meeting was called to order by Mayor Kirsch at 6:30 p.m. Members Present: Martin Kirsch, Mayor; Susan Rosenberg; John Enger; Sue Sandahl; Lawrence Emond; and Glenn Erickson. Members Not Present: Gertrude Ulrich. Staff Present: Steven Devich, Acting City Manager; Cheryl Krumholz, Recording Secretary; Larry Miller, Hennepin County Appraisal Supervisor; and Craig Lone, Hennepin County Appraiser. M/Sandahl, S/Enger to determine the absence of Council Member Ulrich as an excused absence. Motion carried 6-0. Item #1 Acting City Manager Devich reviewed Staff Report No. 103 regarding convening the 2003 Richfield Board of Equalization. Mr. Devich stated the 2003 Richfield Board of Equalization is conducted to determine property market values for the period ended January 2, 2003, not to discuss property taxes. He added that this appeal process was mandatory to proceed on to the County or Tax Court, if the property owner so desired. There being property owners present, the Board of Equalization proceeded. Board of Equalization Minutes -2- April 29, 2003 Item #2 Hennepin County Appraisal Supervisor Miller stated Mr. Noonan would not be attending tonight's meeting Item #3 Kathryn Berger, 2517 West 70th Street, appealed the Estimated Market Value (EMV) of her property based on the heavy traffic on 70th Street, having a wet basement and there being no other homes on 70th Street of this value. She stated she did not believe her house has appreciated 12% in the past year. She did not provide a requested EMV adjustment. Acting City Manager Devich said since Ms. Berger had not notified the Assessor's office about her appeal before the board, the board may wish to direct Hennepin County assessing staff to gather data on comparables and make adjustments if warranted. He added this preserves Ms. Berger's right to move forward in the appeal process and does not require the board to reconvene. M/Rosenberg, S/Emond to direct Hennepin County assessinq staff to qather data on comparables related to 2517 West 70th Street EMV and make adiustments if warranted to the assessor's determination of $252.000 as the EMV. Motion carried 6-0. Item #4 Garfield Hoversten, 6812 Cornelia Drive, Edina, owner of rental property at 6413 Pleasant Avenue, appealed the EMV of his property because the apartment market is changing so the EMV should remain the same. He added the rise in insurance premiums will lower the net operating income, which will result in rent increases. He requested at EMV of $485,000. Hennepin County Appraisal Supervisor Miller said Mr. Hoversten has been in contact with Hennepin County and the County has worked extensively with him in providing research data on apartment values. He explained how the EMV is determined and the timeframe established by the legislature. M/Rosenberg to direct Hennepin County assessinq staff to qather data on com parables related to 6413 Pleasant Avenue South EMV and make adiustments if warranted to the assessor's determination of $557,000 as the EMV. Mr. Miller recommended the EMV remain the same based upon the extensive research already performed. M/Sandahl, S/Enger to sustain the assessor's determination of $557.000 as the EMV of the property located at 6413 Pleasant Avenue South. P.I.D. 27-028-24-24-0017. Motion carried 6-0. Item #5 Peter Melton, 6739 16th Avenue South, appealed the EMV of his property based on the substantial increase when no improvements were made this year. He stated he did not notify the assessor's office of his appearance before the board tonight. He requested an EMV of $160,000. M/Rosenberg, S/Sandahl to direct Hennepin County assessinQ staff to Qather data on com parables related to 6739 16th Avenue EMV and make adiustments if warranted to the assessor's determination of $172.000 as the EMV. Motion carried 6-0. There being no other property owners present to make an appeal, it was announced that the 2003 Board of Equalization had completed its business.
