02-11-03 Worksession CITY COUNCIL MINUTES Richfield, Minnesota Special Worksession February 11, 2003 The meeting was called to order by Mayor Kirsch at 5:32 p.m. Members Present: Martin Kirsch, Mayor; Gertrude Ulrich; John Enger; and Sue Sandahl. Members Not Present: Susan Rosenberg. Samantha Orduno, City Manager; Dan Scott, Public Safety Director; Brad Sveum, Acting Fire Services Director; Glen Mork, Police Lieutenant; and Cheryl Krumholz, Recording Secretary. Staff Present: Item #1 Public Safety Director Scott acknowledged the diligent work performed by former Richfield Public Safety employee, Scott Williams, on the Emergency Response Plan. Mr. Scott explained the Federal, State, County and local governments' level of involvement in emergency planning and preparedness. He discussed the City's Mobile Command Post and Emergency Operations Center. Lieutenant Mork, Emergency Coordinator, reviewed the City's Emergency Response Plan that is used as a guide to assist in managing disasters. Council Member Ulrich asked about communications with the School District, especially during the school year, in the event of a disaster. Public Safety Director Scott stated each school has their own plan and there is considerable coordination between the School District and City. He said there is an emergency drill once per year per school. He added that the City's plan serves as a guide for the City to respond to different disasters. Council Member Sandahl asked how the plan is activated. Public Safety Director Scott explained activation is determined by the severity of the event and assessment by the incident commander. He said the City Council should be confident that the response would be quick and effective with the use of the plan. Council Member Ulrich stated the Richfield newspaper should playa more prominent role in emergency preparedness, and election officials and clergy need to be visible at these types of events. Special Worksession Minutes -2- February 11, 2003 She suggested a letter be sent to the clergy regarding emergency preparedness. She said the City Council should be on the perimeter of the event and not directly involved or issued passes. She spoke in support of detailed record keeping and the safeguarding of the information. The City Council went on a tour of the Emergency Operations Center located in Richfield Public Safety.
