04-9458r 58 RESOLUTION NO. 9458 RESOLUTION IN SUPPORT OF THE MSP NOISE OVERSIGHT COMMITTEE RECOMMENDATION FOR NOISE MITIGATION IN RESIDENTIAL AREAS WHEREAS, the Cities of Richfield, Minneapolis, Bloomington, and Burnsville are participating as members of the MSP Noise Oversight Committee (NOC) with other affected communities and airport user groups to discuss noise abatement measures and to make advisory recommendations to the Metropolitan Airports Commission (MAC) regarding noise issues; and WHEREAS, a significant portion of the City's population is impacted by noise, and the resident's health, welfare, and right of quiet enjoyment of their properties is of concern to the City Council of the City of Richfield; and WHEREAS, the City of Richfield is supportive of a full 5 dB noise reduction package for all homes within the 60 DNL and greater noise impact areas, and believes that MAC made such a commitment to the City of Richfield residents when adopting the Noise Mitigation Program on October 28, 1996; and WHEREAS, Northwest Airlines, through its representatives, have recently stated their position to the MAC as being opposed to any expenditure of funds in the 60-64 DNL areas for noise mitigation; and WHEREAS, a compromise was approved by a majority of members on the Noise Oversight Committee on March 24, 2004 which could be completed within the $150 million which MAC committed to in 2002; and WHEREAS, the NOC's compromise was forwarded to the MAC for approval. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby support the full 5dB noise reduction program throughout the 60-64 DNL area. BE IT FURTHER RESOLVED that we encourage the MAC to adopt the compromise put forth by the NOC recommendation for the extended Sound Insulation Program in the 60-64 DNL impacted areas and that the program be completed by 2010. BE IT FURTHER RESOLVED that the City Clerk transmit a copy of this resolution to the MAC and to Mr. Vern Wilcox, chairman of the affected communities on the NOC.
