The meeting was called to order by Mayor Kirsch at 6:00 p.m.

Wroge.
HRA Members
Present: Martin Kirsch; David Gepner; Sue Sandahl; and Donna Drummond.

Planning Commission
Members Present: Maureen Scaglia; David Schneider; and Jeffrey Karr.
Planning Commission
Members Not Present: Gordon Hanson; Greg Van Sickle; Eric Mayo; Jeffrey Walz; and Kyle
Hartnett.
Staff Present:
Steve Devich, City Manager/Executive Director; Bruce Palmborg, Community
Development Director; Patrick Smith, Community Development Manager;
Bruce Nordquist, Housing and Redevelopment Manager; Christine Costello,
Community Development Coordinator; and Nancy Gibbs, City Clerk.

Community Development Director Palmborg requested direction from the members regarding
what type of development staff should be working towards.

The City Council Members, Housing and Redevelopment Authority Members and the Planning
Commission Members agreed that: .
. Cedar Point Phase" should be housing of some type including the potential for rental. It is
also a high priority area to get developed.
. 76th Street and Lyndale Avenue the members agreed on mixed use, office space and
housing, or office or office and commercial uses.
. City garage direction could be light industrial or small commercial and multi-housing
. 72nd Street and Penn Avenue site suggestions were affordable housing by Central
Community Housing or other successful developers of affordable housing. The members
suggested that staff contact developers to put in contact with the members of the
Cemetery Association to discuss ideas of development.
It was also agreed that the Cedar Point Phase II, City garage and 76th Street and Lyndale
Avenue were all number one priorities and 72nd Street and Penn Avenue would be looked at last out
of the four sites.
City Manager/Executive Director Devich stated staff would continue to meet with members on
the progress of these areas.
