10-12-04 Worksession-2 CITY COUNCIL MINUTES Richfield, Minnesota Special Worksession October 12, 2004 The meeting was called to order by Mayor Kirsch at 8:42 p.m. Council Members Present: Staff Present: Martin Kirsch, Mayor; Susan Rosenberg; Gertrude Ulrich; John Enger; and Sue Sandahl. Samantha Orduno, City Manager; Steve Devich, Acting City Clerk; Bruce Palmborg, Community Development Director. Item #1 City Manager Orduno introduced the topic and the representatives from the Academy of Holy Angels. Jill Reilly, President of the Academy of Holy Angels, addressed the City Council regarding a discussion about the use of the Stardome during additional hours. Susana Espinoza de Sigula, Director of Gol Latino, described her groups' soccer activity at the Stardome and cited a need for additional evening hours. She requested that the City Council consider extending the allowable hours of the use of the facility until 12:00 a.m. Council Member Ulrich stated that the original agreement was between the Stardome and the single-family residents that previously lived across the street from the Stardome. She stated that she was in favor of extending the hours on a trial basis. Mayor Kirsch asked Mr. Trebil about the Stardome lighting, sounds and landscaping bordering the neighborhood. Greg Trebil, Manager of the Stardome, responded that berms and landscaping shield the Stardome from the neighborhood. In addition, the indoor lighting was modified to reduce the amount of light that shines through the dome. He stated that the loudspeaker has been set at an acceptable level with the help of Richfield Police. Mr. Trebil added that the loudspeakers are not used when the dome is up. Council Member Sandahl stated that she is comfortable with the additional hours while the dome is up. Special Worksession Minutes -2- October 12, 2004 Council Member Rosenberg stated that she would like to hear from residents regarding this proposal change and potential impacts. City Manager Orduno stated that this item would have to be brought to the City Council at a regular meeting if the agreement was to be amended. She stated that the neighborhood would be notified and given an opportunity to address the City Council. Mayor Kirsch asked if there have been complaints about the Stardome. Public Safety Director Scott stated that there was a complaint at the Stardome this past weekend regarding a fight that took place. He indicated that there had been a few complaints over the past year generally regarding noise not lights. Mr. Trebil stated that he wasn't aware of the most recent complaint but he would take it seriously. He stated that the Stardome would not be rented at any time without adult supervision. Council Member Enger asked if current games run past 11 :00 p.m. Dr. Reilly responded that she was not aware of that happening. Council Member Enger stated that he's heard that teams have been in the dome until 12:30 a.m. and that liquor was used in the dome. Mr. Enger stated that he was very concerned about the activities not extending beyond 12:00 a.m., if it is extended. The City Council asked staff to move this issue to the Planning Commission.
