05-11-04 Worksession CITY COUNCIL/HOUSING AND REDEVELOPMENT AUTHORITY/PLANNING COMMISSION MEETING MINUTES Richfield, Minnesota Special Concurrent Worksession of City Council/HRA/Planning Commission May 11, 2004 The meeting was called to order by Mayor Kirsch at 5:35 p.m. Council Members Present: Martin Kirsch, Mayor; Susan Rosenberg; Gertrude Ulrich; John Enger; and Sue Sandahl. HRA Members Present: , Thomas Harms, Chair; Dan Linnihan; Joan Heimberger; Martin Kirsch; and KristalStokes. Planning Commission Members Present: Donna Drummond, Chair; David Gepner; William Kilian; Maureen Scaglia; Gordon Hanson; Greg Van Sickle; and Jeffrey Karr. Staff Present: Samantha Orduno, City Manager; Steve Devich, Acting City Clerk; Jim Topitzhofer, Recreation Services Director; and Bruce Palm borg, Community Development Director. Item #1 City Manager Orduno introduced the subject matter of the evening Worksession and the representatives from JLG Architects who will make the presentation. Lonnie Laffen, JLG Architect, began a slide presentation of the Cedar Avenue Redevelopment Plan. Mr. Laffen described, in summary, the planning process used for the project area and of the open house process used. Michelle Mongeon, JLG Architect, presented a detailed summary of the Open House process used in conjunction with the planning for the development area. Ms. Mongeon reported on the most significant preferences of the neighborhood open house participants for the development area. The paramount concerns were safe, walkable neighborhoods; connection to the park system and Special Worksession Minutes -2- May 11, 2004 walking/bike paths; access to restaurants and retail; safe, convenient and available parking; and fear of big box retail. Lonnie Laffen, JLG Architect, described the feedback thatthey received from a group of developers concerning the residential, commercial and office development of the project area. After concluding the slide presentation, Mr. Laffen asked for feedback from the individual members of the public bodies present. There was general discussion regarding the project concept, the desire of non-traditional looking big-box type development and the desire for owner-occupied affordable residential.
