05-04-04 Special RICHFIELD BOARD OF EQUALIZATION MEETING MINUTES Richfield, Minnesota May 4, 2004 The meeting was called to order by Mayor Kirsch at 6:30 p.m. Members Present: Martin Kirsch, Mayor; Gertrude Ulrich; John Enger; Sue Sandahl; Lawrence Emond; and Glenn Erickson. Members Not Present: Susan Rosenberg. Staff Present: Steven Devich, Acting City Manager/Acting City Clerk; Craig Lone, Hennepin County Appraiser; Chun Yin Chong, Hennepin County Appraiser; and Dan Salzwedel, Hennepin County Appraiser. M/Sandahl, S/Ulrich to excuse the absence of Council Member RosenberQ from the Mav 4, 2004 Richfield Board of Equalization meetinQ due to a prior commitment. Motion carried 6-0. Item #1 Acting City Manager Devich reviewed Staff Report No. 77 regarding convening the 2004 Richfield Board of Equalization. Acting City Manager Devich informed the Board that two letters had been sent to the Board for consideration. Elizabeth Krant 6215 Penn Avenue South EMU $439,000 Robert Dietl 6436 Lyndale Avenue South EMU $339,000 Hennepin County Assessing recommends no change in either value. Motion carried 6-0. Item #2 Bob Lurtsema, 220 East 78th Street - $166,000, and 224 East 78th Street - $434,000 Mr. Lurtsema, the owner of the commercial parcels at 220 and 224 East 78th Street, appeared to request the value be lowered. He stated that he did not invest $600,000 in the building and property and cited other properties along 1-494 that were valued less than his. Dan Salzwedel, Hennepin County Commercial Property Appraiser, presented a summary of his review of Mr. Lurtsema's new commercial property. Mr. Salzwedel stated that the original value on the properties at issue were $921,000, but that after his review he reduced the value to $600,000. He also referenced two smaller office buildings in Richfield that recently sold for more value per square foot than Mr. Lurtsema's building value (based on the revised assessment). Mr. Salzwedel further stated that the examples shown were also much older buildings with less desirable locations. Board Member Sandahl stated that it was her opinion that the significant reduction already made by Hennepin County down to $600,000 represented a fair value for the property. Board Members Ulrich and Enger indicated that they agreed with Board Member Sandahl. M/Sandahl, S/Ulrich to sustain the Assessors $600,000 value. Motion carried 6-0. Item #3 Peter and Carol Ogden. 7215 Pillsbury Avenue South - EMV $199,000 Carol Ogden addressed the Board and cited some Richfield property values in her neighborhood that would support a reduction in the assessed value of their property. Motion carried 6-0. There being no other property owners present to make an appeal, itwas announced that the 2004 Board of Equalization had completed its business.
