01-27-04 Regular CITY COUNCIL MEETING MINUTES Richfield, Minnesota Regular Meeting January 27, 2004 The meeting was called to order by Mayor Kirsch at 6:32 p.m. Martin Kirsch, Mayor; Susan Rosenberg; Gertrude Ulrich; John Enger; and Sue Sandahl. Samantha Orduno, City Manager; Mike Eastling, Public Works Director; Jim Topitzhofer, Recreation Services Director; and Cheryl Krumholz, Recording Secretary. City Manager Orduno stated she informed the City Attorney that her attendance at tonight's City Council meeting was not necessary due to the short agenda. Members Present: Staff Present: No one was registered to speak. Mayor Kirsch led the audience in the Pledge of Allegiance. M/Rosenberg, S/Sandahl to approve the minutes of (1) Special City Council Meetino of January 9. 2004: (2) Special City Council Meetino of January .12. 2004: and (3) Reoular City Council Meetino of January 13. 2004. Motion carried 5-0. Item #1 Council Meeting Minutes -2- January 27,2004 Public Works Director EastUng made a presentation regarding the awards received for the reconstructed Penn Avenue bridge. The awards include: . MN Society of Professional Engineers Award (7 wonders) . City Engineers Award . LMC Achievement Award . MN Public Works Association . American Consulting Engineer's Council Mr. Eastling recognized the co-operative efforts and partnership between governmental agencies. The City Council thanked ~t(]fffdr their work. Item #2 Council Member Rosenberg stated the November 25 City Council minutes do reflect her absence from the November 17 Special City Council/HRA Works~ssion as an excused absence since she had provided notice to the City Manag~r's office prior to the meeting. Council Member Sandahlatknowledged the oversight of the City Council to address Council Member Rosenberg's absence. M/Sandahl, S/Kirsch to amend the November 25. City Council minutes to reflect the absence of Council Member RosenberQ as an excused absence from the November 17 Special City CouncillHRA Worksession. .~, . .. Motion carried 5-0. Council Member Rosenberg announced the Richfield Beautiful Home and Garden Tour on June 26 and June 27. Council Member Rosenberg read a letter from the office of the State Auditor, Patricia Anderson, acknowledging the City as good stewards of the public's trust by maintaining the fund balance within the appropriate r(]r1g~ for Minnesota cities. The City Council requested the League of Women Voters meeting on January 31 at 9:00 a.m. at the Richfield/Bloomington Credit Union be posted as a Spacial City Council meeting. Council Member Ulrich stated that one of the City Council goals is the consideration of establishing a golf driving range in Richfield. M/Ulrich, StEnger to move forward with the ooal of establishino a drivinp ranoe by creatino a citizens' task force to explore this matter. . Motion carried 5-0. Council Member Sandahl stated the City Council was recently informed that a resident contacted the City Attorney on a private matter. She informed the public that anyone who contacts the City Attorney on a private matter would result in the City billing the resident for the City Attorney's time. The City Attorney is hired to provide legal advice and services to the City government. Council Member Ulrich stated the private use of the City Attorney is not only a financial question, but a matter of following the established procedure and process. Council Meeting Minutes -3- January 27,2004 Mayor Kirsch acknowledged the efforts of Richfield Visions, Inc. and City staff on the success of the Remodeling Fair. Council Member Ulrich reported on a recent legislative open house where the local legislators acknowledged there is a significant problem on the east-side of Richfield, but not much would be addressed until the airport noiSe effects are known. Item #3 City Manager Orduno announced the annual RBWMO meeting will be on March 22 at 5:00 p.m. at Bloomington City Hall. City Manager Orduno stated a letter to Best Buy was prepared to invite Best Buy to be part of the City's Team attending the National League of City's (NLC) Family's Conference in Portland, Oregon. M/Sandahl, S/Rosenberg to support the inclusion of Best Buy as part of City's Team attendinq the NLC Your City's Family's Conference. Motion carried 5-0. Item #4 M/Rosenberg, S/Sandahl to approve the aaenda. Motion carried 5~0. Item #5 A. Approved resolution authorizing application for 2004 Municipal Recycling Grant from Hennepin County S. R. No. 15 RESOLUTION NO. 9427 RESOLUTION AUTHORIZING SUBMITTAL OF THE MUNICIPAL GRANT APPLICATION FOR 2004 HENNEPIN COUNTY RESIDENTIAL RECYCLING PROGRAM AND THE SIGNING OF THE 2004 MUNICIPAL RECYCLING PROGRAM CONTRACT This resolution appears as Resolution No. 9427 in Resolution Book No. 75. Council Meeting Minutes -4- January 27, 2004 Item #7 Mayor Kirsch stated the City Council is not prepared to fill all the commission vacancies and the recruitment period was extended. M/Sandahl, S/Rosenberg to appoint John Hamilton to the Civil Service Commission and his term is to expire January 31. 2007. ';c..q, . . Motion carried 5-0. Council Member Sandahl asked Council Member Ukfch if she was interested in the appointment. Council Member Ulrich s'Sidyes, since she is Vice-Pre'sidemt of the society. M/Rosenberg, S/Enger to appoint Gertrude Ulrich as Richfield Historical Society City Council Liaison for 2004. Motion carried 5-0. Council Member Ulrich announced the general membership meeting of the Richfield Historical Society is February 10 at the Community Center. Council Meeting Minutes -5- January 27, 2004 Council Member Sandahl stated the following members are yet to be named: Arts Commission representative and alternate Chamber of Commerce representative School District representative Council Member Rosenberg invited Tom Rublein, Chair, to address the City Council regarding the acronym of the task force. Tom Rublein, 2016 West 64th Street, explained the acronym - CHAT - City Hall Advisory Task Force. He thanked the City Council for the opportunity to discuss the task force with them at the January 9 City Council/staff Goal Setting Worksession.
