11-09-04 Worksession CITY COUNCIL MINUTES Richfield, Minnesota SpecialWorksession November 9, 2004 The meeting was called to order by Mayor Kirsch at 5:30 p.m. Council Members Present: Staff Present: Martin Kirsch, Mayor; Susan Rosenberg; Gertrude Ulrich; John Enger; and Sue Sandahl. Steve Devich, Acting City Manager; Bruce Palmborg, Community Development Director; Dan Scott, Public Safety Director; Brad Sveum, Acting Fire Services Director; Mike Eastling, Public Works Director; Bruce Nordquist, Housing and Redevelopment Manager; and Cheryl Krumholz, Recording Secretary. Item #1 Public Safety Director Scott led a tour of the Richfield Dispatch Center. Item #2 Public Works Director Eastling made a presentation regarding the background and proposed first steps of the planning process for the improvement of the Portland Avenue/66th Street intersection. He also discussed the estimated funding - construction right of way. Public Works Director Eastling reviewed the intersection improvement timeline. Community Development Director Palmborg reviewed the proposed intersection moratorium area. The planning process is a detailed review of site access, land uses and circulation. The moratorium resolution and first reading of the ordinance are scheduled for December 14, pending the City Council's direction this evening. Community Development Director Palmborg explained the moratorium resolution would prevent significant new improvements to the proposed affected area. Public Works Director Eastling stated City staff would be visiting the affected area tomorrow. The matter would go to the Transportation Committee to begin the process. Special Worksession Minutes -2- November 9, 2004 Council Member Ulrich stated support for a moratorium since it would be foolish to allow any major improvements until it is determined what would happen to the intersection. Mayor Kirsch asked how the moratorium boundaries were established. Community Development Director Palmborg explained the area was determined using roadway expansion impacts. Any property that may be impacted was included so they are aware of the project. Mayor Kirsch suggested the one additional lot south of the apartment building on Fifth Avenue/Portland Avenue be included because of a potential need for parking. Mayor Kirsch stated support for the moratorium and the need for a Master Plan before Hennepin County just goes ahead and makes changes. Public Works Director Eastling asked if the project should go to the Transportation Committee and Planning Commission before presentation to the City Council. The City Council said yes. The City Council concurred to move ahead with the planning process for improvements at the 66th Street/Portland Avenue intersection. The City Council requested the map showing the proposed moratorium area be revised to include the additional lot and that the revised map be provided during the meetings with impacted residents and businesses.
