The meeting was called to order by Mayor Kirsch at 5:37 p.m.
Council Members

Sue Sandahl (arrived at 5:56 p.m.).
HRA Members
Present:
Thomas Harms, Chair; Martin Kirsch; and Joan Heimberger.
HRA Members
Not Present:
Dan Linnihan and Kristal Stokes.
Planning Commission
Members Present: David Gepner; William Kilian; Gordon Hanson; Greg Van Sickle; and Kyle
Hartnett.
Richfield School Board
Members Present: John Easterwood, Chair; David Lamberger; Todd Nollenberger; Nancy
Rowley; Barbara Devlin; Marc Jenkins; and Sandy Belkengren.
Staff Present:
Samantha Orduno, City Manager; Mike Eastling, Public Works Director;
Bruce Palmborg, Community Development Director; Bruce Nordquist,
Housing and Redevelopment Manager; and Cheryl Krumholz, Recording
Secretary .

City Manager Orduno stated tonight's presentation would be of a general matter, setting the
framework for future discussions.

Housing and Redevelopment Manager Nordquist explained the Housing Assets report
contains a great deal of housing data, including a summary of past housing accomplishments and the
introduction of a work plan for the future.
Scott Knudson, Community Partners Research, Inc., made a Powerpoint presentation (Clerk's
File No.C-400) of the following sections of the report:

~ Existing Housing Stock Data
~ Single Family Housing Stock Data
~ Neighborhood Single Family Housing Stock Data

~ Rental Housing Data
~ Household Income & Affordable Housing Data

~ Projections & Trends
Mr. Nordquist reported on the following sections:
~ HRA History & Accomplishments
~ Housing Projects & Program Opportunities
Mayor Kirsch thanked the City Manager for initiating the housing inventory.
Housing and Redevelopment Authority Chair Harms stated the report reaffirms a good job on
maintaining single-family housing stock, the challenges for multi-family housing and the need for
additional efforts for the aging single-family homeowners.
Council Member Rosenberg expressed appreciation for the housing inventory which indicates
very important strides have been made and challenges remain.
Council Member Sandahl added the HRA should be very proud of the impressive list of
awards.
Mr. Nordquist stated the City Council and HRA are active participants in the housing assets.
